Often called as support of mobilization of collective action, the territory is polysemous in its definition. The general council of “Côtes-d'Armor” as a local and public authority relies on the administrative territory within its prerogative to implement its approach called “Turquoise Economy”. This aims to reaffirm and to strengthen the maritime ambition of Côtes-d'Armor while promoting an economic diversification based on an integrated management of maritime and coastline space and resources. However, although the general council is perceived as legitimate to intervene as a public authority, the territory of intervention has often been questioned by the stakeholder, whether or not they participate to the implementation of the policy. Based on our work, we will analyze the reasons of this lag and we will demonstrate how it can be overcome through a public policy thought in an inter-territorial perspective.

Research Framework : A Legitimist representative under the Second Republic (1848-1852), Paul de Dieuleveult (1799-1867) embodied the traditional Western notable in the mid-19th century. His privileged social position marks the culmination of a social ascent begun by his father, François-Marie, in Tréguier, Côtes-du-Nord. Objectives : To examine the importance of family heritage in the Legitimist commitment of Paul de Dieuleveult and his fellow Legislative deputies. Methodology : To achieve this, we will draw on the work of our thesis (Stefanelly, 2013) and on the biographical notes of parliamentarians. Results : Paul de Dieuleveult’s commitment to the Legitimist cause was determined by his family background. His father rose socially through his medical activities, his two successive marriages, his attainment of a noble title and the exercise of local responsibilities under the Restoration. Paul belongs to this lineage. Thanks to him, he has considerable material and land assets. His marriage enables him to complete alliances with the region’s prominent families. His entry into politics in the final years of the Restoration period gave concrete expression to his legitimist commitment. The July Monarchy marked a political break, but he returned to the forefront of local political life in 1848 and became a member of parliament. During his term of office, he endeavored to build on his political base by preserving community unanimity. Conclusion : Many of his fellow Legitimists in the West, birthplace of Legitimism, are part of a family heritage. A minority of them have less marked family antecedents and have emerged socially thanks to their abilities. Contributions : The family dimension is essential to understanding the political commitment of a legitimist representative under the Second Republic, even if this is not true in all cases, and the individual psychological dimension is a factor to be taken into account.

To present an investigative report on how a research has been implemented remains a form of “endangerment” regarding the credibility of research mainly using qualitative methods. Moreover they did not carry out a real cumulativity related to the stakes and questions arising from them. Such a situation reveals a need in terms of analytical tools to which this article proposes to bring an initial proposal. Indeed, on the basis of the initial assumption that every researcher is part of his work environment – which he influences but also influences him in return – the article proposes to consider any research process from the point of view of systemic and to consider the slides realized as being transformations coming from loops of positive feedbacks. In this sense, this article wishes, starting from an actual research experience, to move forward a possible analytical generalization.

According to a very high density of traffic, the French coastline has suffered from maritime pollution since the 1960's (Torrey Canyon, Amoco Cadiz, Erika, Ievoli Sun, Prestige, etc.). The risk of maritime pollution is changing nature and complexity due to increase and diversification of good transported by sea. In France, until a recent period, only the State staff was prepared to face the management of these events through contingency plans (POLMAR Mer plan for response at sea and POLMAR Terre plan for response on shoreline). The Civil Safety Modernisation Law of 13th August 2004 has restructured the civil safety trough a new ORSEC system which includes the creation of a local contingency plan in order to help local authorities to be prepared. In the same time, local and regional councils' duties have reinforced by the decentralization and the European Union has been more and more involved in maritime safety. That's why it is essential to promote a coherent and complementary approach between all these stakeholders. The “Infra POLMAR” process, lead by Vigipol since 2005 on the North coast of Brittany, aims at providing an operational response for all these stakes at local level.

Starting in 2016, in the Côtes d'Armor district, in French Brittany, two natural resources extraction project face strong local mobilizations. The first one is the Loc-Envel mining project, in the countryside, and the second one is a shell sand extraction licence, on the coast. Although those two struggles are rather close to each other, they take different shapes : while the mobilization against the Loc-Envel mining project takes the form of a flexible coalition, the one against the shell sand extraction is structured in a coalition organisation (Staggenborg, 1986). How can we explain these differences in such a small area ? In order to answer this question, this article looks at the role of local heritages and framing in the shaping of environmental conflicts. Thereby, we find a counter-expert approach on the coast and a territorialized one in the countryside, while the criticism of extractivisme (Bednik, 2016) remains marginalized.

The proliferation of green algae found on Brittany beaches (France) has been on the agenda since the 1980s, first as a local problem, then lately as a full-fledged national stake. This case study provides a striking illustration of the idea that ecological indicators are highly political entities. We follow the design of such indicators and analyze how intertwined political and scientific matters appear to be. To this effect, we put into perspective the process of scientifically elaborating ecological indicators and the political process of framing the public problems to which they can be related. The scientific expertise around green algae blooms has been characterized by strong controversies for a prolonged period of time, up until recently. We show the relative inefficiency of the demarcation work undertaken by the actors of the controversy. On the contrary, we underline the positive impact of adopting new intervention categories, validated by the State expertise that posits itself as a referee to stabilize the controversy.

The digital era has caused tremendous transformation in the discipline of archival science. New issues are surfacing. This is particularly true with respect to the notion of risk, which has to be taken into account in defining the needs of an organization.In this article, Belin and Rietsch discuss the evolution of the digital in archives. Over the past fifteen years, the arrival of digital has certainly brought many advantages to the work of archivists, but it has also introduced a cluster of new problem areas. In fact, success in assuring the integrity of a digital document, its provenance, its confidentiality, and its long-term accessibility are all challenges that make us recall that the new era is sometimes based on complex functional mechanisms with significant costs.The second part of the article is dedicated to the presentation of an actual case : the successful installation of a shared regional electronic archiving system for the mixed territorial cooperative union Mégalis Bretagne, in France. The success of the operation is primarily due to the sharing of means, that is, the shared use of a system that has several technical infrastructures. This kind of system means that one can assure the optimization of available resources and the sharing of risks. An archival policy that is well thought out is absolutely necessary before putting such a system in place. The example of the Mégalis Bretagne system serves as a good illustration of a digital archival project and an analysis of risk.
