The goal of the Programme national de rénovation urbaine (PNRU, or National Urban Renewal Program) is to reduce the development gap between disadvantaged neighbourhoods and other urban spaces in French cities by focusing on social housing (demolition, construction, rehabilitation, residentialization). Applying a quantitative method to four examples (La Noé neighbourhood in Chanteloup-les-Vignes, Les Poètes neighbourhood in Pierrefitte-sur-Seine, Sud-Est and Crêt-de-Roc neighbourhoods in Saint-Étienne), this paper examines some of the social and spatial effects of urban renewal. In architectural and urban-planning terms, the PNRU program brings disadvantaged neighbourhoods up to a standard and renders them invisible by eliminating the “eyesores” that are the buildings typical of high-density housing complexes. Yet the program has been implemented in a variety of geographically and socially diverse neighbourhoods, with varying results — results often at odds with the initial objectives.
