    A Day Late and a Dollar Short: Examining Perceptions of Which Exonerees Deserve Compensation

    Many exonerees do not receive compensation from the state after they are released (43%) because most states have exclusionary laws that bar exonerees from receiving compensation (n = 16 states) (Compensation Primer, 2022). This study examined public perceptions of exoneree compensation, exclusionary laws and addressed the broader question of who deserves compensation (according to community members). Online participants (n = 225) read an article about a fictional exoneree who either pleaded guilty or was convicted by a jury trial and who either did or did not have a subsequent conviction. An exoneree with a subsequent conviction was perceived as less deserving of financial compensation (roughly $8,000 less annually) and less deserving of support services. It was rated less positively than an exoneree who did not have a subsequent conviction. No differences were found between an exoneree who pleaded guilty and an exoneree who was convicted by a jury trial, demonstrating little impact of this common exclusionary rule on community members’ perceptions and decisions. Overall, participants overwhelmingly supported exoneree compensation (only 6.7% disagreed). However, there are caveats. Community members are less supportive of compensating exonerees who have subsequent involvement with the justice system. These results illustrate possible biases the public has against an already marginalized population that has experienced a miscarriage of justice. Because public opinion can affect policy change, these results significantly affect state exclusionary rules and exoneree compensation policies.

    Since Redington (1952) it has been recognized that classical immunization theoryfails when shifts in the term structure are not parallel. Using partial durations andconvexities to specify immunization bounds for non-parallel shifts in yield curves,Reitano (1991a,b) extended classical immunization theory to admit non-parallelyield curve shifts, demonstrating that these bounds can be effectively manipulatedby adequate selection of the securities being used to immunize the portfolio. Byexploiting properties of the multivariate Taylor series expansion of the fund surplusvalue function, this paper extends this analysis to include time values, permitting aconnection to results on the time value-convexity tradeoff. Measures of partial duration,partial convexity and time value are used to investigate the generality of theduration puzzle identified by Bierwag et al.(1993) and Soto (2001).

    The purpose of this article is to develop a new approach of the current discussion on the insurance on the “new risks”. It makes a point on the notions of risk and uncertainty in order to propose an alternative interpretation of this new risks universe. The article then goes on to evaluate the insurability criteria in uncertainty and studies the question of the emerging financial tools to cover large scale ambiguous risks. Lastly, it concludes by defining an “uncertainty management”and lays the foundations of an economic theory of insurability in such context.

    Background: Despite the growing presence of physiotherapy private practitioners within Australia’s healthcare workforce, little is known about their perspectives of interprofessional collaborative practice (IPCP). This study aims to explore the barriers to IPCP from the perspective of Australian physiotherapy private practitioners.Methods: Semi-structured interviews were conducted with 28 physiotherapists and 64 hours of observation was completed in 10 private practice sites in Queensland, Australia. Interview and observation data were pooled and analyzed using reflexive thematic analysis.Findings: Data analysis produced five themes that characterized physiotherapists’ perspectives of IPCP: a) competition for clientele, b) personal attitudes and beliefs, c) time constraints and work schedules, d) geographic location, and e) rules of funding schemes.Conclusion: The findings from this study suggest that implementing IPCP in the Australian physiotherapy private practice setting presents several challenges. Financial concerns, such as physiotherapy private practitioners’ perceived need to compete for clientele, were significant barriers to IPCP. The introduction of financial incentives and adoption of alternative payment models may be necessary to provide physiotherapy private practitioners with a clear motivation to engage in IPCP. The need for more formal opportunities to bring health practitioners from diverse professional backgrounds together to gain new insights and knowledge of other professions’ expertise and challenge their own assumptions was also highlighted.

    We propose to characterize the organization of the French digital university, examining its processes of manufacture, operation and governance by interrogating the concept of rhizome, developed in 1980 by Deleuze and Guattari. By French digital university, we mean the digital technologies that underpin the operation and management of higher education. This article aims to describe the various organizational forms observed (associations, public interest groups, consortiums, public institutions ...), as well as their interactions, adopting a categorical approach in a bid to make this deeply organic organization intelligible as it develops discretely through the interaction of the actors who make it up. The analysis of this dynamic allows us to grasp the complexity of the French university digital ecosystem and to understand how the players involved collaborate, interact and influence the evolution of the system, thus forming a form of new governance. Using interviews conducted over the past two years and information gathered formally and informally, we examine the mechanisms of this ecosystem, highlighting the modes of action of the various players, including universities, technology companies and public bodies. This approach offers a rhizomic perspective on the evolution of digital technology in French higher education.

    The British government is introducing new regulatory measures to address gambling harm, including affordability checks on online players that rely on cross-operators data sharing. This article seeks to understand these measures, and their limits. Section 1 recaps what we already know about differentiated restrictions on access to gambling, including as manifest in recent state-industry efforts to deploy online gambling technologies to identify and preempt gambling harm. Section 2 summarises agreed and proposed changes to British online gambling regulation since 2019, focusing in depth on affordability checks for players and the related imperative to develop a ‘single customer view’ of play. Section 3 outlines two grounds for concern about the measures, rooted in the industry’s enthusiasm for affordability checks, and ii. the implications for groups of customers who may already be disadvantaged and hyper-surveilled. I raise these concerns in an attempt to identify a way out of an impasse, such that urgent concerns about gambling harm do not translate so readily into regulatory efforts to differentially restrict access to ever-expanding groups of adults considered vulnerable.

    The aim of this task-based needs analysis is two-fold: firstly, to uncover the tasks performed by U.S.-based Spanish-language flight attendants and the associated language needs and, in doing so, to expand the breadth of task-based needs analysis (TBNA) through the application of multiple methods and sources (Long, 2005) and tackling the under-researched issue of transfer from TBNA to task design (Gilabert & Malica, 2021a; 2021b). A questionnaire-guided interview and online survey were used. Analysis of the extracted information illuminated the essential tasks and subtasks (Gilabert, 2005), including details regarding frequency, need for training, and language use. Findings suggest that each task and subtask requires varying amounts of Spanish, as well as knowledge of distinct linguistic dimensions. Triangulation of multiple sources and methods adds to the understanding of the tasks and language needs. Finally, suggestions as to how the outcome of this NA may transfer to task design are presented, hence extending the field of TBNA.

    This paper explores recent attempts to re-imagine and re-brand northern British cities through processes of economic and (mainly) cultural regeneration. It analyses the creation of new contemporary urban images and presentations and compares these with the economic, social and cultural life experiences of people living in the areas. It examines the process of recharacterising former industrial conurbations as being at the cutting edge of contemporary, postmodern culture. A range of features is identified here within similar political, economic and policy contexts: deindustrialisation and regeneration driven by local business and political elites; emphasis on culture as spectacle to the exclusion of other cultural configurations; reliance on tourism and advertising, hyper consumption and leisure as determining aspects of the local economy; and the reorganisation of city populations.
