Reflexive Modernization Theories (Beck, 2001 ; Giddens, 1994) guide us to explore both the expansionist transformations relating to the institutional globalization of modern societies and their influence on organisational integration of local communities' participation in collective decision-making processes concerning population health.The complexity and cultural diversity of Local Health Councils (LHC) implemented during the decentralisation strategies of the « Sistema Único de Saúde » (SUS) in Brazil will help to illustrate the challenges associated with the confluence of paradoxical tensions inherent in the organisational integration of community participation. These forces, divergent although potentially complementary, constitute one of the key elements for the democratic renewal of participatory practices in the complex field of Public Health.

This article describes the general conditions which prevailed at the Fourth UN World Conference on Women and its NGO Forum in Beijing. In particular, the author focuses on the UN Conference and on the intellectual and political struggle between fundamentalist and « family values » forces and feminist theoreticians and activists on issues pertaining to women's rights versus cultural practices, women's reproductive rights, and the rights of lesbians to be protected from descrimination. She concludes with an account of the resolution of these conflits in the final wording of the UN Platform for Action.

The town of Zinder has been confronted to a recurring drinking water scarcity since the 1920's. The causes of this problem are diversely interpreted according to the contexts and periods. This paper proposes a critical look at this situation for a better understanding of the problem. From an inventory of etiological narratives analyzed with the tools of the myth critique, on the one hand, hydrometric data and surveys, on the other hand, questions relating to the production and management of water, as well as people's pessimism as to a definitive solution to this problem are studied. Cross-analyses highlight three main explanations of the issue of water in Zinder. The popular imagination teaches that the lack of water finds its explanation in myths, which far from being mere cultural ornaments, are part of a perspective of legitimizing African people's power against the white-skinned invaders. In addition, drilling flow analysis reveals there is a low availability of water resource due to the crystalline subsoil, which has been very little altered. Thus, of the fifteen or so water drilling points sampled around the city, the average productivity is 0.57 m3∙h-1 (±0.47). Sixty percent of water drilling points have below the average flow; therefore, they are barely considered as productive. Finally, the volumes of water produced by pumping stations are always lower than the increasing needs of the population. To manage the shortage, the city's water management services have developed strategies such as the use of water access voucher, the limitation of connections and selective water cut. Despite the building of hydraulic infrastructures and the scientific arguments, the populations are less and less convinced about the definitive resolution of this problem due to the persistence of the shortage. Therefore, depending on the informants and the spatial scale of analysis, the shortage can be explained as a natural, economic, and socio-political issue.

Indigenous languages in Senegal, the vehicles of traditional knowledge, are now experiencing the combined effects of new family configurations and migration dynamics. In the public administration and education sector, French has become a reality. Based on the last four general population censuses, this study aims to present the evolution of the demo-linguistic characteristics of the population of Senegal. The emphasis is on a dynamic analysis of maternal languages, addressing questions about the transfer from or substitution of these in favour of a common working language, and about the place of French in the national linguistic universe. These issues are pertinent to the question still haunting the Senegalese education system concerning the introduction into schooling of local African languages. How are indigenous languages evolving in Senegal ? In which geographical areas do children lose the practice of family languages ? Responding to all these questions will enable us to design a linguistic architecture that will valorize not only local languages but also the national languages that will facilitate their integration into the educational system.
