    Climate change is having a significant impact on people's well-being, and in particular on mental health, as shown by studies on solastalgia and eco-anxiety. These changes also influence reproductive intentions. Based on a review of the scientific literature, this article first presents the main issues surrounding climate change and the choice of natalist or anti-natalist strategies. Secondly, a corpus of French-language press related to these concerns, collected on the basis of key words, has been analyzed to identify the main media representations. It highlights the use of scientific sources dealing with climate change and eco-anxiety, and the arguments evoked to justify reproductive choices. These arguments are based on ecological motivations (climate change, overpopulation, overconsumption and carbon footprint), concerns about the future living conditions of children, and the ethical dilemmas that ensue. Conversely, pronatalist perspectives are also presented, with the child seen as a catalyst for change and a source of inspiration and motivation for parents engaged in the fight for a better environment.

    The European societies have been overwhelmed by the effects of economic growth they have initiated. Now they no longer dominate the world, will they invest in their well-being, or will they be prone to tearing induced by global competition? The path is narrow to refocus our societies: it will pass through the promotion of human qualities at odds with those most rewarded by the major corporations. The better-life indexes might contribute.

    Following a court ruling which declared policy statements issued by the Ontario Securities Commission to be ultra vires, the Ontario Securities Act was amended to give regulatory power to the Commission, thereby laying down a clear legal basis for the adoption of such statements. This article examines the principle in administrative law under which various norms issued by administrative agencies can be qualified and distinguished. The purpose is to evaluate the adequacy of changes that occurred in O.S.C. powers and to determine if the Quebec Securities Act should be amended to a similar extent.

    With the expansion of world globalization, transit migration has come to be seen as one of the most pressing issues facing the nation states. This note takes at its starting point the growing concern among policy makers over the issue of migration, outlining current and future trends in « transit migration ». The note highlights elements of continuity and change in the migration process and question the ability of the states to regulate or stop the flows within artificial borders. The author raises questions about possible future responses to the migration challenge and asks, ultimately, what is the nature of that challenge ?

    In order to cope with the strong increase of CO2 emissions in developing countries, particularly in emerging countries, the integration of these countries in the post-Kyoto climate regime is crucial. To this end, it is necessary to seek a new approach for the principle of "common but differentiated responsibilities" and abandon the dualistic interpretation of this principle entrenched in the Kyoto Protocol to the United Nations framework convention on climate change. In addition, in order to overcome divergences between developed and developing countries, the only way forward is to strengthen the transfer of technology and financial resources to developing countries, enabling them at the same time to improve their socioeconomic status and reduce their negative impact on the global environment. In this sense, the Clean Development Mechanism (CDM) and the United Nations collaborative program on reducing emissions from deforestation and forest degradation (REDD) constitute the key mechanisms for the integration of developing countries. By stressing the importance of these mechanisms, this article aims to clarify the main points of negotiation, which are the cross-section approach to the CDM, the inclusion of carbon capture and storage in the CDM as well as the funding modalities of REDD (the carbon market mechanism or fund-based approach).
