In May 2006, the Quebec government unveiled its new international policy, observing in passing that there exists a “new world order marked by the rise of emerging economies”. This new international policy underlined that traditional partners must not be abandoned, such as the United States and Europe, but held out a promise to develop new markets clearly identified as being in emerging economies such as those of China, India, Brazil and Mexico. After a decade of Quebec's international policy realignment centred on emerging economies, a review is in order.
