    This article examines the intense debates that arose in France during and following the NATO bombings over the Federal Republic of Yugoslavia (FRY) in early 1999. Many politicians and intellectuals, from the Left to the Right, denounced the NATO operation in Kosovo as illegal and illegitimate. However, for the most part, the author contends, the criticism directed against the Alliance was tainted by virulent antiamericanism. French political élites who opposed the bombings of the FRY perceived the conflict as another manifestation of the United States' readiness to impose its mil over Europe. In fact, critics of the NATO intervention seemed to be little interested in the suffering inflicted by the Serbs on a million Kosovars who were deported. Their main concern was, how the war would affect the rank of France in international politics. By adopting this attitude, the opponents of the war in Kosovo became objective allies of the genocidal policy of Milosevic in Kosovo.

    With the expansion of world globalization, transit migration has come to be seen as one of the most pressing issues facing the nation states. This note takes at its starting point the growing concern among policy makers over the issue of migration, outlining current and future trends in « transit migration ». The note highlights elements of continuity and change in the migration process and question the ability of the states to regulate or stop the flows within artificial borders. The author raises questions about possible future responses to the migration challenge and asks, ultimately, what is the nature of that challenge ?

    If many theoretical frameworks have been suggested in order to explain the international developement of the firms, it seems that these theories are unable to take into account small and medium enterprises specificities. In order to fill this theoretical gap, we have decided to use the eclectic theory (Dunning, 1977, 1988, 1993, 1995, 2001). This theory, as pointed out by many researchers, can be conceptualized as a synthesis of the other theories. Analysing the networks through a strategical point of view, this article aims at focusing on the advantages procured by inter-firms cooperation. To do this, we will firstly propose some short theoretical bases concerning the internationalisation of the firms. So that, we will study specifically the “ eclectic model ”. We will then focus on SMEs specificities that we will discuss using a network perspective. Finally, starting from a concrete case, which allows to make a confrontation between the main problems SMEs are facing and reticular relations opportunities, we will try to propose a framework that could fit to SMEs specificities.

    This article addresses the problem of management of terrorist threat by a department dedicated to one-off measures in the aims of peacekeeping, peacemaking and international security. The author evaluates the management of actions against terrorism by the Security Council on the occasion of the tenth anniversary of the 9/11 attacks. Under the angle of international law, and more specifically, of the United Nations institutional law, the assessment of the initiatives against terrorism led by the Security Council is very rich. Both because of the abundance of organizational bodies put in place and their incessant restructuration as well as the repeated redefinition of their missions and their passage from a criminological approach to a sociological one. The goal being to correct initial measures and adapt them to the evolution of international terrorism. Nevertheless, this overwhelming activity does not permit the complete confirming of the Council's measures to international law – measures being adopted as such being in some ways more symbolical than real – nor the leading of the Council's struggle against terrorism in an perfectly coordinated institutional framework. These limits prevent the Council from reaching its optimal efficiency in this struggle. But if the unification of the Council's antiterrorist initiatives structures is clearly possible, the question of the compatibility between these initiatives and the compliance to international law remains, because of the pragmatism that characterises the antiterrorist initiatives led by the Council.

    Research Framework : In line with materialist feminist analyses, this paper revisits the boundaries between so-called productive versus reproductive work to deconstruct their foundations and show that, behind the social organization of procreation, there is work for which women are primarily responsible. Objectives : The purpose of this introduction is to examine the production of children and the decision not to have them through the lens of procreative work, thus integrating the different tasks involved in procreation, non-procreation and child rearing. This will also demonstrate the importance of thinking about the right to the work of procreation within the social norms that frame the multiple sequences of the (non)production of new human beings. Methodology : This introductory paper is based on a review of literature that clarifies the key concepts of “procreative work” and “procreative rights” that are used to analyze the tasks associated with procreation - understood in a broad sense – in order to contextualize the various papers in this issue. Results : While demonstrating the heuristic power of the conceptual choices made, the paper highlights areas of resistance to the analysis of procreative work and opens up multiple avenues of investigation to broaden this topic for a comprehensive, international and interdisciplinary understanding of the field of procreation. Conclusion : The interpretation proposed as a framework for thinking about the production of children and the decision to not have them, and what this implies for women, allows an array of everyday tasks that are particularly time-consuming and yet unnoticed to be brought to light. It highlights the need to integrate the different approaches, including legal norms, that constitute the social framework for procreative work. Contribution : This paper synthesizes knowledge regarding the concepts used to analyze tasks related to the (non)production of children.
