The birth in 1987 of a Quebec network of «Villes et villages en santé» is first inserted into the context of «Healthy Cities» (H.C.), an international movement launched in Europe in 1986 by the World Health Organization as one of its recent initiatives in health promotion. Using data from a group interview done with the leaders of the first municipalities to start H.C. in the province, an analysis of the actors, issues and strategies explaining the interest of these pioneer localities to join the movement is offered. Finally, a theoretical model intending to explain the genesis of H.C. in Quebec is provided and its usefulness discussed to understand Healthy Cities here and abroad.

AbstractThe notion of institution has a long and rich history in social sciences. For many reasons, it has lost credibility in recent years. In keeping with Émile Durkheim's work, while steering clear of determinism, this article proposes to rehabilitate the institution in terms of a multi-polar process. In this perspective, the relational program proves itself to be particularly revealing. The decomposition of all institutions into four basic functions which are autonomous and, therefore, potentially conflicting invites us to rethink how we see the varied social processes in an open and dynamic perspective. In this regard, the institution can be defined as a collection of relations of relations.

In banking organizations, the folders storage practice raises two main questions : the performance of management of the services companies and the effectiveness of intra-organizational coordination mechanisms. The concept of convention is mobilized to address the need for coherence between the cognitives and socio-technical dimensions of the coordination and its goals. We use a grid to analyze the process of real estate loans in retail banking. The operationalization of this grid highlights the contribution of the convention theory to organizational performance and initiates a typology of conventions which permits to understand the origin of potential failures of coordination.

AbstractMost studies that deal with the unions of professionals, and particularly with engineers, show conflicts between the values of professional status and those of a wage earner. In this article, based upon a comparison of two associations of engineers, one strictly professional and one unionized, the author suggests enlarging this point of view by systematically analyzing organizational variables, particularly orientations toward power and levels of individual and collective goals. This method leads to a theory of the passage from professionalism to syndicalism, most frequently encountered in public enterprises.
