    The stigmatisation of, and discrimination against homosexuals is widespread in Africa, as manifested by laws criminalizing homosexuality. This contributes to some extent to their increased vulnerability to HIV. In a context marked by hostility towards homosexuality as well as towards the recognition of homosexuals' right to equality, the writer suggests that the right to health, which has benefited from significant positive developments in African law, constitutes a relevant normative tool for those advocating the rights of homosexuals. To this end, the writer posits that the right to health, when interpreted in the light of various directives, declarations and other normative documents including those adopted by the UNAIDS, represents a useful vehicle for promoting the inclusion of homosexuals.

    AbstractThis article focuses on the models and statuses of neo-traditional uses of psychotropic agents. It begins by examining the contexts and functions of so-called traditional uses, emphasizing the factors which contribute to their normalization and transformation. Among these factors, the marginal and identificatory dimensions of uses are examined in their dynamic relations with the membership group and surrounding society. The example of shamanism and neo-shamanism is then studied to illustrate the shift in traditions and the difficulty in distinguishing the old from the new, the indigenous from the exogenous, when it involves legitimizing these uses on the social and cultural level as well as among their proponents. The examination reveals a wide range of ways of conceiving neo-traditional practices depending on their integration, tolerance and normative status in society. The article closes by emphasizing the importance of the roles played by intellectuals and “author-guides” in constructing models, the normalization process and the promotion of neo-traditional uses of psychotropic agents.

    The Sino-Soviet conflict of 1969 constitutes part of an historical conflictual continuity between China and the Soviet Union. Three distinct phases have been delimited in this conflict. The approach employed makes it possible to give proper emphasis to the most critical period, that in which the greatest incompatibility in the stated objectives of the two parties occurred. Clearly, the apprehensions of the two States were formulated in terms of perception which enables due consideration of the systemic stakes of the crisis, the territorial aspect of which remained marginal. The density and the types of interaction identified throughout the conflict show the conflict's evolution with precision. As a complement to the application of the comparative analysis of conflict model, the search for domestic factors that could have been determinants of the origins of the border incidents enables a fuller understanding of this crisis.
