    Quebec municipal wastewater treatment facilities, like those elsewhere in Canada and the United States, generally are low efficiency energy consumers (ELECTRIC POWER RESEARCH INSTITUTE (EPRI), 1993; OWEN, 1982; ONTARIO-HYDRO, 1993; METCALF and EDDY, INC., 1992, SASSEVILLE et al., 1995). The work of METCALF and EDDY, INC. (1992) and of EPRI (1993) concluded that it would be possible to substantially reduce electricity demand and to improve the utilization of electrical energy in the municipal wastewater treatment processes by introducing Electricity Saving Measures (ESMs) in the processes and their management.In the province of Quebec, given the potential savings linked to the reduction of electricity consumption in municipal wastewater treatment facilities, and the progressive expansion of the province's wastewater treatment facilities, the adoption of energetically efficient wastewater treatment technologies is particularly timely. SASSEVILLE et al. (1995) estimated that it would be possible to save 5 M $ at the present level of wastewater treatment, based on a cost of about 24 M $ for the 400 GWh of electricity annually consumed in the municipal wastewater treatment facilities. This saving would come solely from the implementation of appropriate energy-saving measures.In hypothesizing on one hand that adding energy-saving measures can improve the energy consumption of a wastewater treatment chain, and on the other hand that the introduction of segments of processes can contribute in improving overall performance, we have elaborated from existing wastewater treatment facilities six hypotheses of liquid treatment chains that respect operational and regulation requirements, on the basis of the experience developed in the operation of municipal wastewater treatment facilities. The six hypothetical treatment chains were elaborated from facilities of the following types: biofiltration (chain 1), physico-chemical (chain 2), sequencing biological (batch) reactors system A (chain 3), sequencing biological (batch) reactors system B (chain 4), activated sludge (chain 5) and aerated lagoons (chain 6). The energy-saving measures utilized in the elaboration of these hypothetical treatment chains were chosen on the basis of a conjunctive analysis (KIBI et al., 1997). However, the problem of choosing among these treatment chains the one corresponding to the most adequate process for a particular situation is still present. The present article analyzes this choice for wastewater treatment facilities of a capacity between 5 000 m3/d (≈ 5 000 persons) and 100 000 m3/d (≈ 100 000 persons).How then to choose the most efficient of these hypothetical municipal wastewater treatment chains?Generally, the choice of the treatment technologies is done on the basis of single-criterion mathematical models: for example, the reduction of construction costs, or of exploitation and maintenance costs (ECKENFELDER, 1982; PINEAU et al., 1985; WANG and WANG, 1979; TYTECA et al., 1977). There are other approaches based on dynamic simulation models or on technological and econometric analyses (HYDRO-QUÉBEC, 1993; MACRAE 1989; LESSARD, 1989; BROCKTON, 1987; HOLDREN, 1987; FOSBERG and MUKHOPADHYAY, 1981; REID, CROWTHER and PARTNERS, 1978; KLEMETSON and GRENNEY, 1976).These different approaches are often insufficient to distinguish the real value of the different technological options. Furthermore, they do not take into account many important factors (technological, economic, financial and environmental, ergonomic and socio-political) that affect their implementation and should be considered in identifying an acceptable and viable solution.The multicriteria approach of decision-making advocated in this article can mitigate this difficulty. It will take into account key factors in the conception and operation of treatment technologies, especially energy and environmental factors, likely to give rise to efficient treatment facilities from both an energy and a treatment point of view. However the analysis of decisional factors to consider in this multicriteria analysis gives rise to a particular problem. They affect the decision that can be appreciated by deterministic relationships, offering a high level of certainty as to its evaluation, while others have a non-deterministic nature (uncertainty and imprecision). Research using the multicriteria analysis approach has been performed in similar situations over the last twenty years, in some cases applied to the environmental and energy sectors (e.g. KEENEY and NAIR 1977; ROY and VINCKE 1981; TEGHEM and KUNSCH 1985; SIMOS 1990; HANSON 1991; ROUSSEAU and MARTEL 1994). Here again, these approaches have limits since the cases were treated either in a situation of certainty or a situation of uncertainty and imprecision. The proposed model deals with the case of certainty and uncertainty at the same time, therefore improving the applicability of the multicriteria approach in the situation under study. The solution retained consists of applying this type of modelling in order to classify from the best to the worst, the six hypothetical treatment chains. This approach utilizes in the modelling process, fourteen evaluation criteria, various criteria weights, quantitative and qualitative evaluations, as well as the indifference, preference and veto thresholds. The main steps of the model are the construction of evaluated outclass relationships and the exploitation of these outclass relationships. The multicriteria aggregation procedure utilizes an elaborated mathematical model based upon the methods of ELECTRE III (Roy, 1978) and PROMETHEE II (BRANS et al., 1984), as well as the works of DÉROT et al. (1994). The ranking of these treatment chain hypotheses, elaborated on an empirical level in consultation with the operators and others involved in wastewater treatment and obtained on the basis of this procedure, can discriminate among their overall performance characteristics rather well. It also emphasizes their energy efficiency, since the energy criteria have on average in the analysis a weight that is 28% higher than the other evaluation criteria. The results obtained show that the hypothetical chain 3 is ranked first, chain 1 occupies the second rank, whereas chain 4 is in the third rank. The last three ranks are occupied respectively by chains 6, 5 and 2.In a decisional and strategic approach, the first three treatment chain hypotheses can be considered overall as being the highest achievers. This result signifies that in the scope of investments related to the expansion of treatment facilities and the construction of facilities with a flow rate contained within the considered range, these three treatment chains (when considering different modification hypotheses), should be preferred over the other chains when the emphasis is on their overall performance including energy efficiency. However, other analyses would be necessary in the case of the construction of a new wastewater treatment facility with a flow rate above the level considered in this study.Generally, the results of this analysis can assist in discriminating among the behaviors of the technologies considered, and in judging their relative performance in the investments of the construction of new wastewater treatment facilities, in addition to a technico-economic analysis. Overall, the multicriteria model described in this study identified a compromise solution between evaluations of a different and conflicting nature. This result demonstrates that this type of analysis is appropriate for tackling multidimensional problems.

    Knowledge of annual rainfall is of great importance in arid and semi-arid areas, because water management is dominated by scarcity. The Nazas-Aguanaval river basin constitutes one of the main endoreic basins in Mexico (92 000 km2). It extends from the crests of the Western SierraMadre to as far as the Chihuahuan desert, in the states of Durango, Coahuila and Zacatecas. Spatial variability of rainfall is significant with annual rainfall amounts ranging from 900 mm in the higher areas of the Sierra Madre to 180 mm at the centre of the Laguna de Mayran. However, temporal variability of the precipitation amount is also appreciable, and it increases from the sub-humid areas of the mountains to the desert. The coefficient of variation for annual precipitation ranges from 0.2 in the mountains to 0.4 in Chihuahuan desert. Furthermore, in 1992, 1994, 1995, and from 1997 to 2000 severe rainfall deficits forced farmers to reduce strongly irrigated areas, thus leading to socio-economic development problems in this region. It is shown in this paper that an improvement in water availability knowledge is attainable by the determination of homogeneous rainfall regions, based on complementary or convergent methods.Rainfall distribution is a result of many factors, including the atmospheric circulation, the continental pattern, the coastal design, the location of major mountainous massifs, the distance from the ocean, and other site factors. The regionalisation of precipitation has been the subject of much research for almost all types of climates. The influence of zonal and regional factors is also determined in regional monographs where the role of local variables (relief, vegetation, general roughness of landscape, etc.) is described in relation to the large-scale circulation scheme. In most of the cases, the interpolation of values between two observations is necessary and quite difficult. Kriging is widely used for this purpose, as is co-kriging, which takes into account the topography or some other local factors and frequently gives better reconstitution of rainfall data. In order to determine the first set of homogeneous regions in northwestern Mexico, the elevation gradient of the rainfall amount was defined by a simple regression. All the stations were located with respect to the regression line and they can form apparent groups. The following relation was obtained :P=0.31 H - 133r2=0.73; n=84)(where P is annual rainfall in mm and H the altitude in m).In the same way, various statistical analysis were performed using all data available from the rainfall measurement stations, such as elevation, distance from the Pacific Ocean, exposure, annual rainfall amount, and the type of topography and vegetation cover surrounding the station. An Empirical Orthogonal Function Analysis (EOF) and a Factorial Analysis of Correspondences (FAC) revealed other kinds of regionalisation. The precipitation regime is tropical-like in spite of the latitude (25° N), but the percentage of annual precipitation in winter appeared as a segregating factor and thus was used to define the climatic geography. This was determined by a stepwise discriminant analysis, which allowed the segregation of the north-eastern area of the Nazas-Aguanaval basin. This is the dryer region of the basin because it is less exposed to monsoon fluxes and the proportion of winter rain is higher there than in the remaining basin.The main variables explaining the spatial distribution of precipitation are altitude and distance from the Pacific Ocean, as determined by both the EOF analysis and the analysis of correspondences. The grouping of stations segregated by the elevation gradient regression led to regions where the homogeneity in relation to the annual rainfall amount was tested and verified by the Regional Vector Method (RVM). This method is based on the principle of pseudo-proportionality between annual rainfall amounts at close stations.The Nazas-Aguanaval basin is divided into three climatic regions defined by precipitation: the Western Sierra Madre, the Chihuahuan desert, and a semi-arid area that is divided into two sub-regions (Middle Nazas basin and Aguanaval plateau) by the analysis of correspondences. As a result of the regional rainfall analysis, some variograms were performed to determine the length of the validity of the rainfall data. However, it appeared that a multidirectional variogram did not explain these data. The role that relief (mainly the Western Sierra Madre) plays in the spatial distribution of precipitation does not explain the length of rainfall data. Introducing the direction of mountain range into the variogram demonstrated that the relief played a significant role, and in this case the length of the rainfall variogram data was 180 km.A comparison of results obtained using each method led to the conclusion that the boundaries between homogeneous regions are often the same while the determination processes are different. Finally, all the proposed methods are complementary and the differences between all characterisations give additional information regarding the local and regional processes that explain the annual rainfall spatial distribution. Simple tools have been used to acquire a better knowledge of rainfall spatial distribution.In the case of Northern Mexico, the low density of a measurement network (rain gauges), particularly in mountainous or arid zones, is partially attenuated by the possibility of evaluating the main climatic characteristics for the different regions defined in terms of rainfall.

    Sensibilité à la pollution métallique de deux grands lacs africains (Tanganyika et Malawi)

    Lakes Tanganyika and Malawi are the largest African lakes as measured by volume. They constitute essential water and protein resources for the surrounding populations. These aquatic systems have become stressed due to high human population density, growth and associated activities. While eutrophication was apparent locally and organic pollutants were detected in fish and water, concentrations of several dissolved trace elements of potential concern corresponded to uncontaminated systems. However, due to their hydrological features, it was important to characterise the lake response time to chronic contamination loaded by the tributaries. This paper presents two simulations of this response, in the dissolved fraction, following 50 years of pollutant input by the tributaries. The first simulation corresponded to an annual pollutant input that was the same for both lakes, resulting in mean river input concentrations of 5.0 U L-1 and 3.7 U L 1 (where U is a weight or molar unit), respectively, for lakes Tanganyika and the Malawi. The second simulation corresponded to an annual input proportional to the lake volume, with mean river input concentrations of 5.0 U L 1 and 1.5 U L 1, respectively, for lakes Tanganyika and the Malawi. The polluted input was loaded by the dissolved fraction with the exception of Mn-type elements, which were carried by the particulate fraction. This approach was based on an annual hydrological model of three water column compartments (epi-, meta- and hypolimnion) of these meromictic lakes. In addition, the reactivity of dissolved elements in the water column was taken into consideration. The reactivity was characterised by the elemental retention rate that quantifies dissolved-particulate interactions linked to biological and physico-chemical processes. The reactivity of trace elements was assessed through their concentration distribution profile in the water column. Four element types were considered: the non-reactive elements characterised by homogenous concentrations in the water column (Cl-like); the micronutrient-type elements (Si-like) characterised by a strong positive concentration gradient below the thermocline; redox-sensitive elements (Mn-like) characterised by a strong positive concentration gradient below the oxycline and other redox-sensitive elements (V-like) characterised by a strong negative concentration gradient below the oxycline. Trace elements (F, Al, Fe, Mn, V, Ba, Sr, Mo, Cr, Ni, Co, Cu and Pb) in both lakes were associated with these element types but they did not necessarily belong to the same type in both lakes. Other elemental types likely occurred (e.g., carbonate type and Fe types) but they were not clearly identified. After 50 years, surface concentrations ranged from 0 to 1.15 U L 1 in Lake Tanganyika and from 0 to 2.40 U L 1 in Lake Malawi. The difference between the lakes was linked to the greater volume of Lake Tanganyika, mainly in its hypolimnion, and to the longer vertical water exchange time in Lake Tanganyika. For Cl-type elements the concentration response decreased for both lakes from the epi- to the hypolimnion with similar kinetics for the epi- and metalimnion and a delay for the hypolimnion. For Si-type elements the response decreased in Lake Malawi from the hypo- to the epilimnion and for Lake Tanganyika the maximal concentration was calculated in the metalimnion. The concentration range was higher in Lake Malawi than in Lake Tanganyika. For the Mn-type elements, the maximum concentration was calculated in the hypolimnion with a higher response in Lake Malawi. The metalimnetic water concentration of Lake Tanganyika increased slightly and epilimnetic and metalimnetic waters of Lake Malawi did not react. For V-type elements the epilimnetic waters were more sensitive to the increase, with a higher response for Lake Malawi. In Lake Malawi concentrations also increased in the metalimnion. Concentrations in the hypolimnetic zone of both lakes and metalimnetic zone in Lake Tanganyika remained zero. Depending on the element type and on the lake, the time required to return to initial conditions, when contaminant inputs stopped, varied from 30 to 7 300 years. In the epilimnetic zone of both lakes the intensity of reaction and the pollution persistence were higher for Cl-type elements. For Si-type elements, mainly in Lake Malawi, the vertical input from deep waters was sufficient to sustain productivity even after the input of pollutants was stopped. For these elements the dissolved contamination was mainly stored in deep waters. For Mn-type elements the contamination was also stored in deep waters with a relatively slow net transfer to the sedimentary compartment. V-type pollutants were transferred from the dissolved to the particulate phase in deep waters leading to a relatively rapid net transfer to the sediment. Once the pollutant was in the system and until its evacuation to the outlet or to sediment, the risk for the ecosystem and for the population was associated with its presence in the dissolved phase of the surface water. The risk was then higher for Cl- and V-type elements as well as for the Si-type elements that were introduced into the web food. For the Si- and Mn-type elements that were mainly stored in deep waters, the associated risk was linked to a breaking of the thermo-haline stratification or to a reinforcement of vertical mixing. For the V-type elements and also for the sedimentary fraction of the Mn-type elements, the risk was also associated with possible remobilization from the sediments due to physico-chemical changes at the water-sediment interface.Element reactivity, efficiency of the vertical mixing and the depth of the oxycline control the importance and the kinetic response. They also controlled the time to attain initial conditions once contaminant inputs were stopped. These features, relative to the element and to the lake, were key parameters in the assessment of the potential risk for both the ecosystem and people that rely on these lakes. Even if the elemental typology was the same for both lakes, elements can be considered a different type from one lake to another. Contamination from the same pollutant would then have different consequences, for instance regarding the associated risk. Computed hydrochemical budgets were simple but realistic, illustrating the behaviour of elements in the water column. Computation of this budget requires the knowledge of global water column fluxes, which have to be improved mainly for Lake Tanganyika. The element's reactivity was mainly linked to liquid-solid reactions. It would be interesting in future studies to characterise particulate phases and their reactivity and to introduce such processes in hydro-geochemical models. Computations of chronic contamination response indicate that for both lakes, due to the inertia of the hydrochemical system, the lack of lake water contamination does not imply a systematic lack of pollution in the tributaries. Once pollution is detected, it will be persistent. A global watershed monitoring program should be organised in the near future. Monitored parameters should be relevant to metallic and organic pollutants, as well as eutrophication.

    AbstractThe network enterprise characterizes economic transition and change. Many scholars defend the position that we need to adjust our organizational theories to this new reality. This paper proposes a number of hypotheses on which a theoretical framework for the network enterprise could be based on. To do that, we start by examining the foundations of the traditional enterprise as viewed by the neoclassical, the activity-based and the resource-based theories of the firm, as well as by transaction costs and industrial organization theories. In parallel, we analyze the particularities and different forms of the network enterprise. By confronting the hypotheses on which the theories examined are based with the characteristics of the network enterprise, we find that the former do not provide an adequate basis to model the network enterprise. This brings us to propose a new set of hypotheses on which to base a theory of the network enterprise.

    Development is a concept whose ontological foundations are include phenomena, such as technologies, institutions, and cultural traits that embody the determinants of development differentials. This contribution argues that semiotics is the science to study these complex phenomena of development. Its approach is based on Charles Sanders Peirce's semiotics and John Searle's analysis of social reality. Development trajectories are depicted as specific compounds of institutions (signs), technologies (objects), and markets (interpretants) that create meaningful properties depending on symbolic forms. Development is a socially structured and observer-relative phenomenon. Developmental semiosis depends upon symbolic powers that structure and assemble collective intentionality. The paper advances two critical conditions essential to development. The first is semiotic intra-coherence, which is related with the bridging of dispositional functions in a coordinated way in networks of artifacts and users. The second is inter-coherence. It takes place as the supervenient causality of social structures and the performative character of habitual patterns of behavior. Both are intertwined in syntactic and semantic forms evolving in time by forging the development of path-dependent trajectories.

    AbstractThis study examined the unique contribution of indirect aggression related to concurrent behaviour, social and family adjustment problems. A total of 191, 5th and 6th primary school girls (mean age 12.0 years) and their families participated. Results supported the hypothesis that the adjustment of indirectly aggressive girls is different than that of nonaggressive peers, but rather, are similar to that of overtly aggressive girls. No significant differences between the two groups were found. Indirectly aggressive girls showed significantly more internalizing and externalizing behaviour problems than their nonaggressive peers. These girls also experienced more social problems and parents reported less contentment regarding the relationship with their daughter. Our findings justify the need to consider indirect aggression as an important marker of risk in the prediction and development of girls' maladjustment.

    AbstractIn this paper, we reanalyze the rich data set provided by RandCorporation's 1978 jail and prison inmate survey. Our distinctive focus is that we analyze individual differences in reported criminal earnings across property and market offenders (n = 1 260). Our first finding is that the higher the offenders criminal earnings (prior to current incarceration) the higher the odds of recidivism (based on Rand's six years follow probe). Our second finding is that specialization, strategic offending (rather than types of offences), self-confidence, and lack of self-reported alcoholic abuse all contribute to increase the likelihood of a successful criminal career. Our third finding is that offenders who have a record of violence are more likely than other offenders (who do not have such a record) to achieve higher criminal earnings. Indeed, the higher their lambdas of violence, the higher their illegal earnings.

    AbstractThe present article addresses a new subject of concern: the impact of their families on victims, either by rendering them vulnerable to human trafficking, or by constituting an obstacle to the victim's attempts to escape the traffickers, once caught in their net. When a woman or child are trafficked, their family situation is of prime importance as far as protection is concerned. Whether these victims fear for their families, or whether they are afraid that they will continue to be exploited by them, it is still essential that family-related problems should be taken into account and provide new avenues for research.
