AbstractWalter Benjamin, Carl Schmitt, then Giorgio Agamben questioned the idea of norm in the State faced with violence, together with the question of exception. Now the state of exception comes down to dealing juridically with political matters and ignoring what really or illusorily triggers off the state of exception, namely war. A proposition to grasp both the difficulty for law to fit to the sudden appearance of violence and the outburst of the various forms of war listed in history, consists in leaving aside the idea of juridical fiction and replacing it by that of « political fictions ». Thus the notion of norm will be substituted with that – more appropriate to describe violence – of « reference » to standard war to assess real wars. Only on that condition can exception and its starting element be considered anew, as well as the fundamental indetermination between external and internal war.

The law, in Rousseau's political thought necessarily involves a definition of the citizen and of democracy. This isn't only founded on the assertion of the sovereignty of the people, but also on the double paradoxical definition of citizenship. Indeed, Rousseau founds the law on the necessity of silent citizens. In this regard, Rousseau's State takes the shape of a community of solitary walkers who seem to be devoid of any public life and opinion. But Rousseau draws, notably in the Lettres écrites de la montagne another characteristic of the citizen, founded on the necessity for citizen to communicate. And this communication is for Rousseau “the voice of the public”. From this definition of the citizen as both silent and loquacious, our problem is now why Rousseau solicits these two determinations of citizenship to found the law?

This research is about how Canadian women's groups use digital media to advocate for gender parity in politics. The study, based on the analysis of Facebook and Twitter accounts of eight groups—and completed with interviews—focuses on two elements: the discourse about women in politics and the logics of digital advocacy mobilized by the groups. The results illustrate an access to politics and media by means other than the digital media as well as a construction of the groups' image and discourse on women's political representation guided by the information politics.

This study reports on the institutionalization of political science in Cameroonian higher education from the analytical perspective of the international transfer of standards. It makes it possible to discover that the managerial organization of the discipline, the development of training courses, the initiation to the manipulation of founding theories and the development of research trajectories are based on Western experiences. The corollary is the formation of an extrovert university space for emulation of the political scientist who, however, imposes himself as a player in the global scientific market through the alternative but cumulative knowledge he offers.

SummaryThis article contributes to the development of an institutionalist theory of money and money regulation. Through a review of the historical roots of the institution and regulation of money, it seeks to clarify the meaning of contemporary changes in money practices and policies which are at the heart of capitalism's globalization process. The first section, epistemological in nature and informed by the work of Michel Freitag, is devoted to constructing a theory of the institution of money. It enables the author to propose a phenomenology of money practices and regulation in traditional and modern societies and to sketch a typology of forms of money regulation. This typology is informed by Bourque and Duschastel's analysis of State forms and political regulation. The article concludes with a more detailed examination of neo-liberal money regulation and suggests that this regulation participates directly in the legitmation and production of the institutional and organisational infrastructure necessary to current changes in money and the institution of money in the sphere of private finances.
