    Ce mémoire s'intéresse au phénomène du clivage politique en termes de dépenses publiques au Québec. Plus précisément, cette recherche s'intéresse à la différence entre les gouvernements libéraux et les gouvernements péquistes en ce qui a trait à leur choix en matière de politiques de dépenses publiques, pendant la période qui s'étend de 1981 à 2013. Dans notre démarche, nous avons comparé entre les gouvernements libéraux et les gouvernements péquistes afin de savoir s'il y a une différence significative entre leurs profils dépensiers qui ont été enregistrés au niveau des dépenses des administrations publiques, au niveau de certaines catégories de dépenses et au niveau des dépenses sectorielles.     ABSTRACTWhen the universal RMI was instituted in 1988 it broke with the practice of the majority of existing programmes. Its raison d'être was to become the principal instrument for fighting poverty and promoting adaptation to new forms of employment and the non-linearity of the life cycle. Different research studies reveal that die RMI has altered the ways in which poverty is represented, as well as actors' reasoning as they confront pressures to insert themselves into the labour market and increase their employability. The RMI also altered the institutional logic of interventions, contributing to renewed attention to the "social question".

    The introduction to this special issue aims to provide an analysis of several case studies related to international security issues using the concept of politicisation. Beginning with a brief review of the literature on the use of this concept by international relations scholars over the past two decades, the paper then identifies the limitations of the current state of the art. Our contribution thus presents the contributions of the case studies proposed in this special issue and suggests that the politicisation of security issues should be considered not so much as a mechanical process, but rather as a set of practices produced by political or social actors at the national and/or international level. From this perspective, this introduction builds on the work of political sociology and the political sociology of public action, and thus aims to foster a dialogue between security studies and this literature.

    Can current industry “quality” approach be entirely applied within government administrations? Procedures and quality tools allow to promote quality, more particularly during manufacturing steps. We can ask ourselves if such approach fits with providing services areas. In this last case, it seems that we need to focus more on human behaviour, open-mindness, reluctance to changes, capacity to issue criticism in a positive way. We will therefore analyse actual “quality management” and more generally handle quality concept through appraisal existing models in evaluation.
