For more than a decade, Quebec's electricity sector has seen major transformations in its methods of regulation and in its public action tools (Lascoumes and Le Galès, 2004). The creation of the Régie de l'énergie in 1996 has been central to these changes. This article aims to analyse the Régie de l'énergie's experience with public participation through the use of public hearings. The first part reconstitutes the evolution of the question of public participation in relation to the creation of the Régie de l'énergie with the passage of public policies, laws, and regulations. The second part offers an evaluation of the Regie's procedure with the criteria suggested by Callon, Lascoumes and Barthe (2001), and an exploratory analysis of the public hearings. In light of these first research findings, the case of the electricity sector in Quebec shows a certain change through time in the deliberative ideal expressed at the start, as well as a restricted implementation of public participation due to the construct of its public action tool.

AbstractThe single window option is more than the internal re-organization of public services. Using Emploi-Québec as a case study, this article shows that such a re-organization also involves changes in the structure of the policy networks of affected agencies. The network now being formed around Emploi-Québec involves business and union actors that were previously part of the federal and provincial labor and manpower policy networks. It also includes community-based and social groups that are particularly active in the struggle against poverty and exclusion. But there is no political consensus among the actors of this new policy network about the "social policy of employment" put forward in 1997. Without such a consensus, Emploi-Québec has no clear vision and is deeply divided about its objectives. If Emploi-Québec represents the new model of the "solidarity state" that some see emerging in Québec, it seems to be—at least for now—a solidarity under close political surveillance.

In studying the issue of governance, the focus switches from how public organizations are run to the networks of actors. This article sets out to show the convergence between a new form of governance, local development and the characteristics of social and solidarity economy organizations. This convergence, however, has to be put into perspective. The concept of a system of governance that is developed by the author allows him to highlight various kinds of relationships between the state and civil society. Based on the proposed typology of systems of governance, the “new governance,” described as a partnership system of governance, appears as one of the forms of state intervention that is not necessarily dominant.

The author explains the circumstances which brought the Aubry-Denis report on the municipal libraries of the island of Montreal. He then proceeds to place it in the context of similar inquiries in other urban areas, as well as to trace the principles on which it is based and its main recommendations. He also explains the network structure proposed by the report, which is one which takes into account the political and demographic realities of the Montreal Urban Community as well as the actual administrative and financial structure of the network itself.

First, the ways in which women's political action stems from a " victim " status. Second, the consequences of conflating public policies and political activity in feminist politics. Third, how do oppressed groups — in this case women— become politically authoritative?

The aim of this article is to show that, in Argentina, the importance of current regulations and their implementation, as well as the effective enjoyment of the rights they provide for, should enable optimum care and treatment of people with disabilities. Unfortunately, the funding mechanisms that should support the diagnosis and treatment of people with disabilities are facing serious financial problems due to the economic situation affecting the public system, social security, and prepaid medical insurance organisations. These problems are thwarting the objectives of ensuring the well-being of people with disabilities, making it imperative to design and implement public policies to remedy this situation.

This article identifies a public policy paradigm change related to insecurity in urban settings. While some describe a penal state replacing the social state, this article instead claims, drawing on the Belgian case, that new urban policies mark a shift towards a paradigm that emphasises both security and the social. Urban peace is the goal of this paradigm, with programmes being designed both to make persons and public places safe and to maintain social cohesion in marginal residential areas. These urban policies involve social regulation via new norms of social control.
