    This article identifies a public policy paradigm change related to insecurity in urban settings. While some describe a penal state replacing the social state, this article instead claims, drawing on the Belgian case, that new urban policies mark a shift towards a paradigm that emphasises both security and the social. Urban peace is the goal of this paradigm, with programmes being designed both to make persons and public places safe and to maintain social cohesion in marginal residential areas. These urban policies involve social regulation via new norms of social control.

    The aim of this article is to show that, in Argentina, the importance of current regulations and their implementation, as well as the effective enjoyment of the rights they provide for, should enable optimum care and treatment of people with disabilities. Unfortunately, the funding mechanisms that should support the diagnosis and treatment of people with disabilities are facing serious financial problems due to the economic situation affecting the public system, social security, and prepaid medical insurance organisations. These problems are thwarting the objectives of ensuring the well-being of people with disabilities, making it imperative to design and implement public policies to remedy this situation.

    The Convention on the Protection and Promotion of the Diversity of Cultural Expressions of the United Nations Educational Scientific Cultural Organization is facing issues and challenges related to the digital environment that has evolved since the adoption of this international legal instrument ten years ago. This paper analyzes how the parties to the Convention addressed the issue of the impact of new technologies on the implementation of the Convention and highlights the stabilization strategy and the advocacy actions led by France, Quebec and Canada at international level and at national and local levels, in order to adapt policies and measures aiming to protect and promote the diversity of cultural expressions in the digital era. Our analysis concludes on the potential contributions of adopting a transversal directive and operational guidelines for a better implementation of the Convention in the digital environment. This leads to a reflection on the process of renewal of public policies and strengthening international cooperation in the culture field, in a context of cultural globalization combined to a rapid technological development.
