This paper focuses on cyber risks as an emerging threat to global economic stability. Today, the whole risk landscape seems to be undergoing profound changes because of digitalization. The main challenge is finding a compromise between the expected benefits of digitalization and the risks inherent to the new business models it imposes. The rise of cyber risks in global risk mapping certainly requires a reflection on the nature of this risk as well as its extent and consequences, but above all else, hedging responses are required. The cyber-insurance market is responding to this new risk category; however, as an emerging industry, the supply of cyber insurance and reinsurance remains well below the actors' expectations. Undoubtedly, the main difficulties faced by risk managers are those of anticipating, measuring, and quantifying cyber risks. First, the author focuses on the concept of cyber risk, its characteristics and scope, and the sphere of its stakes. Second, the author emphasizes the issues of cyber-risk anticipation, measurement, and quantification. Third, the author describes the progress made in establishing a framework for managing cyber risk, particularly through the work of the Organization for Economic Cooperation and Development. Finally, the author opens a debate on the new lines of thinking for improving cyber-risk hedging through the financial markets and the use of derivatives, mainly insurance-linked securities.

This article is concerned with the question of immigrant families who have settled in regions of Quebec that are considered homogeneous, that is, that have traditionally witnessed little immigrant presence. A study conducted in two Quebec regions, Estrie, and Saguenay–Lac-Saint-Jean, allows for examination of several areas of misunderstanding between immigrants and workers in the field of social services: the family, history, and change. Following this analyis, the article presents an approach to situated intercultural intervention that takes these dimensions into account. This approach makes it possible to identify the educational focuses that should be developed to enable all students to open up to intercultural realities.

AbstractThe survival and vitality of the French language in Canada today are influenced by opposing trends towards linguistic épanouissement on the one hand and linguistic attenuation on the other. These contradictory trends are global as well as national. In certain regions of Canada and some parts of the world, the number of Francophones is increasing. In Canada, Francophone linguistic rights have been expanding since the 60s. But several regions outside Quebec are showing disturbing demographic trends that are leading to a general weakening of Francophone communities and a loss of the French language. A case study of one of these threatened regions, such as Saskatchewan, should take into account the external factors that influence this community's internal trends. In particular, these external factors must factor in world trends in the use of French and where Saskatchewan sits within the contradictions of advanced capitalism under the American hegemony.

The main objective of this study was to assess the link between poor household waste management practices and environmental diseases such as malaria, acute respiratory infections (ARI) and diarrhea. A cross-sectional survey was conducted on 150 selected households in two precarious neighborhoods, a modest and a residential neighborhood. Geographical coordinates of waste near homes have been identified. Descriptive statistical analysis was applied to the data. The results show that more than half of heads of households are out of school (51 %), of which 67 % are women compared to 49 % men. And that 60 % of households dump solid waste on the street while 48 % dump sewage. In addition, morbidity has a high prevalence rate of 66 %, with malaria at the top (48 %), followed by ARI (28 %) and diarrhea (9 %). Malaria and diarrhea are negatively correlated with education and positively with poor waste management practices. Neighborhoods with the highest rates of wild dumpsites are Derrière-Rails (43 %) and Schneider (25 %). These neighborhoods also have the highest prevalence rates of malaria 88 % and 82 %, respectively for Derrière-Rails and Schneider. With regard to the IRA, it seems to affect more individuals at the university level (77 %) as well as the inhabitants of the Résidentiel district (88 %).

In the spring of 2022, we witnessed sustained controversy in the written press on the issues of urban sprawl and residential densification in the province of Quebec. The debate was raging in wake of the exchanges surrounding major transportation projects in Quebec City and Montreal, as well as following the national conversation on urban and regional planning that preceded the adoption of the Politique nationale de l’achitecture et de l’aménagement du territoire (Quebec’s national policy on architecture and land use planning). Taking into consideration the issue of climate change, the approach of soft densification and the concept of transit-oriented development (TOD) are proposed by the policy, but there is no unanimity on that matter within the population, or even among the government’s elected representatives of the Coalition avenir Québec political party at the National Assembly. In this paper, we will address the clash of values behind the controversy, by way of a press review.

This article highlights the Algerian insurance companies’ experience in the realm of marketing and asks whether the principles and techniques of this discipline can be applied to these firms. It emphasizes the need for these companies to invest heavily in marketing development schemes if they are to develop and promote life insurance products and encourage households’ subscriptions. This is mainly because the Algerian social-economic and cultural setting does not encourage the development of this type of product. To achieve this, changes are needed at many levels including: adoption of a new approach to customers, improving after-sales service, quicker compensation procedures, aggressive sales efforts, introducing new distribution channels and innovations in business processes, organizational structures, and products etc. These are real challenges for marketers in these firms, but if dealt with properly, they will help them re-position their life insurance products and achieve growth. This paper, by analyzing relevant data and reviewing the specific Algerian institutional, economic and social context, will examine the conditions of a successful marketing mix policy that enable the development of the life insurance industry in Algeria.
