This paper presents an analysis of the growth in public and private health-related spending in Québec. More specifically, it identifies the major spending trends in health care, connected with medication, so as to understand the transformation that has been under way for a number of years, in the area of clinical treatment of illness and of patients. The focus is placed on showing how Québec society is increasingly adopting a treatment model based on intensive and systematic use of medication, in fact over-medication, in the health services provided to the Québec population.

The purpose of this article is to describe the involvement of the Association des bibliothèques publiques du Québec (ABPQ) with regards to the development of public libraries in Québec since its creation in 1984. Using a thematic approach, the author outlines the history of this association dedicated to the promotion of public libraries, thus highlighting its role over the past 30 years. An emphasis will be placed on the principal concerns and challenges faced by the association in order to be recognised as an important stakeholder in the development of public libraries in Québec. The actions undertaken by the members of the ABPQ, sometimes militant, as well as the results will also be discussed in this article.

Public values are generally defined as “judgments” or public preferences that guide the actions and behaviours of public actors. Important work on them describes the existence of constellations of public values (Jorgensen and Bozeman, 2007) with their own hierarchy. However, there is little work to define how these combinations of public values work.A quasi-experiment, conducted with two groups of Moroccan public managers, allows us to highlight, based on two operating dynamics, the articulation of public values within these assemblies.

Public relations have been slow to establish themselves as a legitimate field of study in communications, partly because of the beginnings of the profession, marked by ethically questionable practices. Building on the theoretical developments of the 1980s, including James E. Grunig’s model of excellence in public relations, UQAM took the bold step of establishing, in the mid-1990s, the first program in North America entirely devoted to teaching public relations in French. From the outset, the program established close ties with practitioners; the Chaire de relations publiques et de communication marketing was created in this perspective. The research associated with this field of study will take off with the arrival of professors specializing, among other things, in risk and crisis communication, political communication, media strategies, discourse analysis, and the use of social media for public relations purposes. This research confers UQAM an important role in public relations study and a relevant reference for practitioners.
