This article discusses integrated socio-territorial intervention as an intervention strategy in the fight against poverty. It sheds light on some action perspectives and takes a look at transversal stakes on explored practices. Three sources of empirical analysis on diverse practices in social development and integrated revitalization have fed this reflection. The goal here is not to present the results of those studies but to propose a reflection on this intervention strategy using the teachings and observation of the initiatives that were studied by situating the emergence of the paradigm of integrated territorial and social intervention; by exposing the action perspectives that are deployed and by exploring transversal stakes.

In recent years, equalization policy has been in the news in Canada. As suggested here, the reason why the issue of equalization has been on the agenda is largely tied to the ideological framing efforts of the Alberta government, which is mobilizing this issue as a political weapon against Ottawa and Quebec in debates on pipeline construction. The argument formulated highlights how Alberta Conservative Premier Jason Kenney is putting this issue onto the political agenda while holding an equalization referendum in an effort to increase pressure on Ottawa and the other provinces on energy issues.

ABSTRACTAndré Raynauld questioned the ability of demand management policies to restore equilibrium in the labour market in a context where only about one third of unemployment is Keynesian. He noted that the budgetary multiplier in Canada is only 1,2 in the short term and practically zero in the long term. In consequence, he suggested that full employment can only be achieved through budgetary rigour and stability, as well as through an improvement in the functioning of labour and capital markets.

As a specialist in communication of public institutions, Caroline Ollivier-Yaniv’s works are embedded in pragmatic and comprehensive sociology, and in discourse analysis. These theoretical and methodological foundations have led her to propose a model called "integrative and configurational", characterized by the central place attributed to the discursive materiality of communication in the relationship between institutions and their audiences. This interview traces the intellectual and academic path that led her to work on health and prevention communication, through fields such as HIV, cancer, smoking and vaccination. Her research includes the particular interest of addressing both discursive productions of institutions (prevention campaigns, public reports, links between political and media actors) and the reception and appropriation of these messages by institutional audiences. The analysis of what audiences do with these productions is the subject of her most recent researches.

Our research is about the meaning of conflicts over public transport infrastructures. We will analyse these protests as the resistible constitution of an associative network expertise. The associations try to develop a counter-assessment strategy in the field of transports. This expert strategy is improved by a more pragmatic one, seizure of environmental opportunities.

Talk of the importance of libraries that are rooted in their communities and focused on their users seems to be gaining ground in Quebec. At the same time, a host of public library renovation, expansion and construction (RAC) projects are underway in Montreal and across Quebec. As approaches to libraries evolve and needs change, what role do citizens, and the community play in the development of these spaces ? What opportunities do renovation, expansion and construction projects present for citizen participation ? Based on a review of the literature and the case studies of two recent projects — the Maisonneuve library and the Sanaaq cultural centre —, this article looks at the vision of citizen involvement held by the City of Montreal's RAC division and the librarians involved in these projects, the concrete forms of these approaches and the lessons learned from these two recent projects. It explores the opportunities offered by the renovation or construction of public libraries to strengthen the democratic culture of our institutions and proposes avenues for reflection and action on citizen participation in libraries.

ABSTRACTThe contribution of this paper is to draw attention to the politics of globalisation and, in particular, the "hidden" politics of international organisations (the Bretton Woods organisations, the WTO, the UN social agencies, the OECD and others). While encouraging economic globalisation they have been engaged in prescribing a set of social policies which they regard as appropriate in a globalising context. However, there continues to be a significant international controversy taking place within and between these organisations as to what might be appropriate social policies in the context of globalisation. First, this article analyses the global social discourse developed by international organisations. Then, the emergence of a case for a socially responsible globalisation is noted. Finally, the paper turns to the contribution of the EU to this global discourse.
