This text deconstructs the claim that social economy organizations (associations in France, community organizations and nonprofits in North America) are a solution to the crisis in social protection models and the growing shortage of resources in healthcare systems. This process of deconstruction is based on a theoretical approach at the intersection of the territorial dimension (e.g. rural, urban or metropolitan), the sectoral dimension (healthcare, social services, etc.) and the social and solidarity economy. After presenting the general context, the article suggests using a theoretical model to analyze the situation at the local level. The authors then present the results of their field observations (from two case studies in Ontario and rural communities in western France where nonprofits play an important role in providing services to the elderly) and highlight the role of social and solidarity economy organizations in the health and social services sector in defining various local sustainable development issues.

Over the past few years, various initiatives of basic income schemes are deployed widely, including in Quebec and Canada, taking into account this new system as working hypotheses on the renewal of social protection regimes. This paper aims to explore recent studies about estimation costs of guaranteed minimum income schemes in Canada, and issues underlying the parameters used in those studies, in relation to tax policies in Quebec and Canada.
