From 1973 to 1990, the Pinochet military regime changed various sectors of the Chilean society through the implementation of authoritarian control mechanisms and neoliberal economic policies. The Chilean education system did not avoid these transformations as the Chilean dictatorship introduced several reforms which had a major impact on the working conditions of high school teachers. As a group predominantly formed by left-wing supporters of the Popular Unity Party (1970-1973), teachers were perceived by the military regime as a potential risk to the proper implementation of neoliberal reforms in the education system. It will be demonstrated in the following article that the deterioration of high school teachers' working conditions was a consequence of the dictatorship's perception towards this group, which was seen as a risk and a threat to the implementation of its educational project.

La conciliation travail-famille est un enjeu de premier plan car nous sommes dans un monde où la compétitivité, la transformation et l’intensification du travail touchent l’ensemble des travailleurs et travailleuses. Puisque c’est ainsi, il est pertinent de savoir si les politiques publiques liées à la conciliation travail-famille peuvent atténuer la tension entre les sphères de la vie professionnelle et familiale malgré ce contexte. Afin d’examiner cette question, une étude comparative avec la typologie d’Esping-Anderson est utilisée. Les types de politiques publiques analysés sont liés aux congés parentaux, les arrangements pour la garde des enfants ainsi que le travail à temps partiel. Le lien entre les politiques publiques et la responsabilité sociale des entreprises (RSE) est un sujet qui intéresse de plus en plus des chercheurs de divers horizons. Mais ce nouveau domaine de recherche majeur prend de nombreuses directions sans avoir été synthétisé. La présente recherche propose une revue systématique de vingt-deux articles académiques de ce domaine émergeant pour en déterminer les principaux concepts et la manière dont ils sont liés les uns aux autres. La sélection des articles de la revue systématique s'est faite à l'aide de deux bases de données informatisées, et un logiciel d'analyse de données qualitative a été utilisé pour coder les textes sélectionnés. In Quebec, the various players involved in the design, funding and implementation of youth policies seem to agree on one thing : the key objective must be “continuity of services,” i.e., ensuring that programs complement one another so that young people, as their needs change, can enter one of them without running the risk of finding themselves in a “rights vacuum.” In a context of a lack of financial resources and increased competition among support organizations, this paper seeks to shed light on the issues involved in targeting certain populations, based on the case of young immigrants. We begin by presenting the institutional context and then examine the role of job-readiness professionals, who in practice find themselves torn between the objectives that have been set and the specific cases of individual users.

Transparency and accountability are central concerns to both administrative law and public administration. Despite the differences, the interventions of the experts from France, Belgium and Canada, reveal a premise common to the three countries: the right of the population to demand public authorities to account for their administration, and the duty of these authorities to do so. Therefore, the issues discussed during the conference do not focus so much on the opportunity of making public authorities accountable as on the ways to efficiently promote transparency and accountability in different settings.

The introduction of Bill 60, commonly referred to as the Charter of Values, mobilized the attention of the media, politicians, interest groups and the general public to a range of issues at once difficult, complex and sensitive. How did Bill 60 come about? How has secularism emerged as a topic for public action? What raised its status? Lexical and content analyses of the topic of “secularism” in the Bill reveal how the issue is framed from the government perspective. This study traces the roots of this unique symbolic configuration in light of the agenda-setting process of political platforms. It exposes in particular the strategic interventions initiated by the political, partisan and government actors.
