SummaryThis article describes a unique and original process relating to the co-construction of knowledge with the aim of supporting the development of public policies in education. The author delineates the relationship between research as a process in producing knowledge, the intervention of participants in the educational system bringing practical knowledge, and the development of public policies. She then presents an analysis of a report produced by the Superior Council of Education, a council advising the Minister of Education and the Government of Quebec. These reports deal with all education questions dealing with all the levels of education, the education of adults, as well as education outside the formal school system.

The principle of evaluation seems to have become an organization norm in the social intervention sector. From a critical and reflective approach based on a case study in the socio-professional integration sector, we question the new forms of rationality that produce this normalization by the “inseparable couple” which is the evaluation-indicator. The effects are felt in the construction of public policies on work organization and social intervention services. A third level of analysis, often forgotten, may be raised. That of the impact of social arrangements on users and the workers themselves.

In the Maghreb, recent changes in social housing policies have been marked by the emergence of a participatory approach to development and the introduction of multiplayer social engineering mechanisms. Through a comparative assessment of housing programs in Algeria, Morocco and Tunisia, this paper takes a critical look at the mechanisms of civil society involvement in social housing projects on the south coast of the Mediterranean. Whereas international authorities recommend a more inclusive, more equitable, more effective process than the usual State-centred initiatives, addressing the problems of unsanitary housing poses significant socioeconomic, organizational and political challenges in practice.

In recent years, various changes in favor of Amerindian languages have emerged in Latin American legislations. These reforms are indicative of the attention paid by the Latin American states to the preservation of languages spoken by a significant part of their population, but now endangered. In this context, this contribution aims to analyze the scope of these recent legal developments and to examine the nature and the extent of the linguistic rights of Native Americans. Obviously, these language legislations express the political will to reflect in the law the multiculturalism of Latin American societies. However, few legal measures give substantial linguistic rights to Amerindians. Most of them aim to enable native speakers to access information through translations or media in their own languages. This should be linked to the issue, very controversial in Latin America these last years, concerning the right of indigenous peoples to be informed and consulted on all matters affecting them.

Taking as a starting point, the genesis of the so-called experimental investigations in the assessment of employment policies in France in the 2000s, the article proposes to put at distance ethical and / or technical controversy on them in order to favor a sociology of State's knowledge. The spread of econometric methods is placed in sociology of investigation on the unemployed where the initial listing of issues and techniques in the social sciences is supplanted by reference to medical science and the measurement of « net effects » of the action of the State. Statistical tools then not only support redefining the forms of evaluation of public policy but also its design, from the correction of inequalities in the labor market to the smoothing of its functioning. These changes cannot be understood without analyzing the transformations on the sociology of the agents that support them and on academic, bureaucratic and political strategies of a new generation of economists.

This article looks at the ‘Ma biblio pour tous' project, an initiative of the Repentigny library network aimed at facilitating the reception and integration of immigrant populations. While most of the studies published on the subject focus on initiatives carried out in large urban centres, this text highlights the welcoming strategies developed in a town considered to be a medium-sized population centre. Through an in-depth analysis of the methods used and the challenges encountered, this study will contribute to a better understanding of the issues involved in integrating newcomers into public libraries. It will also make it possible to assess the extent to which this type of project can make the library a privileged space for learning and exchange for immigrant communities. The strategies presented may inspire other libraries wishing to develop similar initiatives and thus contribute to the inclusion and settlement of newcomers in Quebec.
