Cette thèse se propose de comprendre les modes de construction et de production des politiques de réduction des méfaits par l’analyse « par le bas » du rôle et de la place des organismes communautaires œuvrant dans le champ sociosanitaire montréalais. Pour cela, cette recherche s’appuie sur une ethnographie de près de deux ans d’observation participante, 29 entretiens semi-directifs, et un recours à des documents d’archives. Deux programmes d’un même organisme sont particulièrement analysés : un programme d’implication sociale et d’éducation populaire pour personnes usagères de drogues, et la transition d’un Site Fixe d’échange de seringues à un Service d’Injection Supervisée (SIS). From the perspective of public policy analysis, the aim of this article is to examine the reconfiguration of actors who are emerging in the field of elite sport and appreciate the changes they induce in its governance. In doing so, it participates in discussions on changes in the state, its place, and its contemporary methods of intervention.

This paper describes how a research team in social science approached the institutionally constructed problem of “indoor air quality.” Based on the analysis of a call for proposals, the scientists' responses and their interactions with the funding institutions, the investigation explores how it was possible to develop a scientific approach of this type of public problem defined by administrations. Positioned between the scientific field and state expertise, the team must deconstruct the public problem and proceed to a critical analysis of the production and uses of the bureaucratic categories at its origin. The article thus underlines the importance of invisible and routinized influences in “oriented research” which, compared to direct pressures exerted on researchers, are less analyzed.

ABSTRACTThe process of European integration, the globalization of economic exchanges and intensified reforms in national social welfare systems have triggered the production of a growing number of comparative analyses of welfare states. The author summarizes some of the recent stages in this reflection on the future of national social welfare systems. He shows how, in barely a decade, we have gone from a debate on the types of welfare state, marked by controversies on the type of variables to be considered and on the number of such typical regimes, to a reflection on the evolution of these social welfare systems, i.e. to an analysis of the changes the various regimes have undergone, prompting questioning on whether they are becoming more and more similar or are in the process of being dismantled.

Plusieurs études expliquent la faiblesse des échanges entre les États-membres de la Communauté Économique et Monétaire de l’Afrique Centrale (CEMAC) en se limitant sur les obstacles endogènes, tels que la faiblesse infrastructurelle, le pouvoir limité des institutions communautaires et la non-diversification des économies. L’originalité de cette étude est qu’elle se penche sur les courants d’échanges intra et extra-régionaux pour identifier les obstacles aux échanges intra-CEMAC. L’objectif visé dans cette étude est de montrer en quoi la régionalisation des échanges peut trouver réponse dans les politiques publiques et, conséquemment dans les administrations publiques. Results from research on the influence of citizen participation on the development of civic competences of people with disabilities highlighted how the acknowledgment of their status of full citizens is crucial to a successful experience. The quality of their experience of civic engagement depends upon this acknowledgment and could probably support real exercise of their political rights. From these observations, the project of developing an ethic of citizenship founded on acknowledgment did impose itself as a guide for the various actors involved in the citizen participation process.
