    AbstractThis article demonstrates that the concept of openness is perceived in different ways according to how the actors view opposing targets. When this is applied to the school situation, the concept of openness or closing is best understood in terms of adaptation or non-adaptation rather than in terms of limits and initiatives. A brief description of different categories of school openness followed by two examples — one from the context of Belgian schools and the second from a Quebec context — all underline the ambiguity of the concept of openness. The type of school openness that is proposed is not one having a capacity to adapt but rather one that permits individuals to use their capacity for transactions as a process for interaction where initiative and liberty are part of an entire design plan.

    This paper proposes a practical approach of territorial networks, from the angle of a company inserted in a network. A survey of 203 SMB in a department of France points out that a network strategy, keeping with the general strategy of the firm, can foster financial performance, provided that the business enters into relations of confidence with the local institutions and the employers association, carrying out a genuine territorial embedding.

    AbstractContrary to numerous reports, China's military strategy is not “asymmetric” because China's military doctrine and strategy are the same as those of its major rivals. The main reason of this misperception is China's unique conception of power as “strategies”. Based on its unique conception of power, China concentrates its limited resources on developing “asymmetric capabilities” so that it can control certain “key areas” of the military operation in a “local war under conditions of informatization”, neutralizing the conventional military advantages of its rivals to win a limited conflict either by deterring, denying or destroying the adversary's war-fighting capabilities. This operational asymmetry guides China's efforts of military modernization.

    The author looks into the stimulations and constraints with regard to the utilization of Hydro-Quebec' s surplus power in the light of the public choice theory. The study tries to establish the merits of four main propositions. Firstly, the reason behind the significant surplus of electrical energy produced lies more with the means of production of hydro-electricity itself ' than with the decision-makers of Hydro-Quebec. Secondly, due to the stimulations and constraints generated by the institutional arrangements, the Quebec decision-makers tend to prefer a strategy of internal consumption to one of exportation. Thirdly, the exportation strategy is adopted only to make up for the impossibility to get rid of all the surplus on internal markets. Finally, the strategy opted for by the decision-makers in Quebec results in sub-optimal conditions which are more to the advantage of those holding the means of production to the detriment of the consumer.

    Many works have been produced in the field of external growth strategy concerning large quoted companies. Medium-sized firms have focused few attention. This work aims to identify, to organize into a hierarchy, then to analyze factors which are going to incite or, on the contrary, to dissuade a patrimonial medium-sized subcontractor to undertake an external growth strategy.The three essential parameters of a strategic decision are considered in this analysis : aspiration of the leader-owner, potential of the company and requirements of its environment.The empirical study, based on the mailshot of a questionnaire, concerns 147 non-quoted French companies. Analytical methods of data are explanatory : it is essentially about logistic regressions.Obtained results lead to question about the constrainted dimension of the strategic action of the medium-sized subcontractors in view of the new purchasing and supply requirements of their principals.
