Citizenship, rather than ethnicity, determined the treatment of immigrants during Canada’s first national internment operations (1914–20). Italians were concurrently treated as friends and enemies. Those born in Italy were “friendly” aliens. Those born in Austria (Trentino, Tyrol, and Trieste) were declared “enemy” aliens and subjected to monitoring, arrest, and internment. Personal narratives are constructed for most of the fifty-one interned Italians. Many of them rebuilt their lives in Canada. The goals of this article are to (1) establish the identities and narratives of internees, (2) determine why and where they were interned, (3) relate their experiences during and after internment, and (4) determine whether any organizations intervened on their behalf. Thematic headings include (1) pre-1914 immigration and settlement of Italians from Austria, (2) wartime predicament of Italians, (3) initiatives of diplomats and ethnic organizations, (4) internee narratives, and (5) aftermath of internment.

In the Canadian province of Quebec, the role of the courts is crucial in civil, criminal or administrative proceedings concerning mental health: the courts must ensure both public safety and the protection of the rights of defendants. Therapeutic-jurisprudence theory has had a major influence on mental-health court practice over the past 30 years. According to that theory, the court system must take into account the therapeutic effects of the law and the judicial process to promote adherence to treatment by defendants. The empirical analysis of judicial practices in Quebec shows that courts have been the main actors in the decline of rights in mental health. Therapeutic justice has been dominated by discriminatory, controlling and reformist tendencies. These include the trivialization of concerns about the judicialization of groups living in precarious conditions, inconsistent and lifestyle-oriented legal arguments, and treatment-related judicial decisions.

Comparative Analysis of Mourides (Sénégal) and Luba (Congo-Zaïre)The many sided African crisis is above ail a crisis of the modem and exogenous State in so far as it conveys the individualisation process. When analysed from the point of view of endogenous practices and rationality. it reveals formalised practices and a local political culture. With colonisation these two elements, built one on the other. have promoted and reinforced the ethnie power. its organisational structures and practices. as a counter-power opposing the State in post-colonial society. The case studies of Mouride (Senegal) and Luba (Congo-Kinshasa) ethnie power show that the weberian model of the modem State is not a panacea and that the paradigm of "State-civil society" and its current conceptualisation both inhibate attempts to develop new approaches of the State as well as political and historical realities of Africa into a universal and global perspective.Key words : Biaya. ethnicity. counter-power, modem State, civil society. In the lifestyles of teenagers and young adults, the viewing of movies, TV soaps and web series is an important activity. These productions present characters and scripts which illustrate the various problems these populations are facing, among which the consumption of drugs and medicines. To describe the models represented, two seasons of the popular web series Skins produced in Great Britain and a big success in many countries, were analysed using a content analysis based on quantitative and qualitative methodology. The results indicate that the question of illegal and medical drugs is an important topic, with cannabis as the drug most often represented and used by both male and female characters, followed by ecstasy. If the depiction of hard drugs is rare, non-medical use of prescription drugs is well illustrated, in particular with antidepressants and treatments or erectile dysfunction. The web series stage the phases of access to substances, their preparation, their consumption and even their resale, topics treated in a peripheral way in the TV productions of the 1990s. The states of consciousness, from light effects to extreme and dangerous ones are represented, illustrating the variety of contexts and the collective and individual functions of drug use. These substances are not generally the object of a negative evaluation within the story-line, insistance being put rather on their everyday acceptance and their integration in the everyday life of young people, without great risks for the health. It remains important to document the reception of this web series in various national contexts and to understand its influence on the standards of consumption of illegal substances and prescription drugs by adolescents.
