Our research is about the meaning of conflicts over public transport infrastructures. We will analyse these protests as the resistible constitution of an associative network expertise. The associations try to develop a counter-assessment strategy in the field of transports. This expert strategy is improved by a more pragmatic one, seizure of environmental opportunities.

The new care services sector regulation and the recent decentralization laws have led to a double movement in France : the emergence of competition in a sector that was until now characterized by local monopolies, and a new activities regulation at the Department level. The surviving of the weakest non-profit organizations is in question in this new environment characterized by competition. Structuring a negotiation power aiming at an equilibrium of relations is now at stake. This paper brings to light that non-profit organizations tend to develop innovative organizational behaviours to built a real negotiation power. We thus observe the emergence of networks strategies based on formal and informal alliances, and the emergence of external grow strategies based on a subtle territorial penetration.
