Current cultural institutions are not more devoted to their traditional functions inherited from the 19th century. They are regarded as tools for local development included in global urban projects implemented in an international concurrence perspective for cities. Topics like economics, tourism, social cohesion and education for a larger audience are nowadays highly integrated in the cultural institutions strategies. New management forms dedicated to cultural and touristic engineering and a multidisciplinary balanced approach are the main consequences of these new topics connected to the cultural equipments of the 21st century. The local governance’s process is also transformed by all these changes. Local and regional governments become the main actors of the cultural development and cultural institutions obtain more autonomy. The local population is also considered as an important partner of the cultural policies. Private funds are often required due to the fragile financial state’s involvement. All these transformations and new relationships give a new meaning to the term “Culture”. It is now connected to the leisure and entertainment market and aims at providing educational and relaxing products to a large public contrary to its features of the 19th century where culture was a spare time connected to a small privileged elite.
