    The convergence of the climate crisis with the Covid-19 pandemic has confirmed, or revealed for many, such phenomena as heavy car dependency, the preponderant place it occupies in our cities and the sway it holds on city design and living spaces. In this paper, we argue that municipalities must take advantage of the consequences of the health crisis to implement the new tools at their disposal in order to pave the way for systemic, gradual and stable changes to better meet the demands of the climate crisis and seek more sustainable development policies. Our main objective is to contribute to the understanding of the concept of regulatory charges and the three regimes available to implement them. The main legal features of these levies are presented in detail: the charge on quarries and sand pits, the development charge including its connexion with the agreement with real-estate developers and, finally, the general power of regulatory charges. First, regulatory charges could improve municipal contributions to GHG reduction objectives and the quality of life for citizens who live and work in the municipalities and, second, they could further fairness in taxation for municipal taxpayers by reducing the dependence on property taxes.

    The study of jazz opens to observations of legitimacy limits between the world of scholarly music, of which it imitates the organization, and that of popular music, with its star system. The changes taking place in the jazz market in France in the 21st century are seen through the awards system in different competitions. After observations, the image of the jazz lover as a bourgeois and scholar intellectual crumbles. Democratization and mediation now lead us to consider users, neophytes and experts alternativly as receivers, broadcasters and producers of jazzistic information.
