In England, changes which are currently taking place, or being proposed, in relation to increasing "inclusion" in education, are linkeato a wider set of government policies relating to citizenship, employment, the strengthening of local communities and social inclusion. The principles of inclusive education involve a complete transformation of school cultures so that all students are welcomed regardless of difference. This version of "inclusion" conflicts with market-ariven principles of selection and competition which increasingly characterize the education system in England. Against this background, a case study of Freelands Special School and the processes and procedures surrounding its proposed closure, is used to illustrate current policy struggles surrounding education and the future role of special schools. The study highslights some of the major difficulties and contradictions involved in attempting the end practices of the educational exclusion of disabled children and young people.

In a social enterprise, the notion of “performance” must be understood in a broader sense than the sole financial profitability. Because enterprises of this type pursue a social mission, whose completion generates collective impacts, one has to go beyond what is made possible by the sole market-based indicators. This requires to revise not only the very notion of production, but also the way in which the value of what is produced by the enterprise is measured. This is the task that the authors of the present article tackle, through building a definition of performance understood as “enlarged production” — a notion which they nevertheless define with accuracy.

Cultural policies and mediatic controversies. Vincent Dubois. [5-193]As «cultural policies» above all exist in representations, the sociology of the intellectual and mediatic debate about «State and Culture» is a prerequisite to analysis. To contribute to such a sociology, this article proposes a reading of the two most important books in this issue : Marc Fumaroli's Etat culturel and La comédie de la culture, by Michel Schneider. Intervening on several grounds, they cumulate mediatic benefits together with the recognition of «serious» books. Doing so, the range of these writings is widened , their potential uses diversified, and their effects are increased.

Philippe HUGON — Developing economies in the light of theories of regionalisation. A regionalism de jure and a de facto régionalisation may currently be observed in developing countries as South-to-South relations and free trade agreements acquire greater importance. This article takes to task the different theories of regional integration, as the regional space becomes one of the factors of global economic regulation. New debates or ideas centred on geographic dimensions, on the questions of convergence and divergence as well as political and institutional questions, are challenging traditional conceptions of integration.

Multifunctionality : an overview of OECD work - OECD work on multifunctionality takes place within the context of discussions on agricultural policy reform. The economic analysis of the characteristics of multiple outputs of agriculture, regarding jointness, market failure and the public good nature of such outputs led to a practical definition of multifunctionality. Applying the conceptual analytical framework to empirical studies should yield policy implications.
