    Small and medium-sized business finance provoked heated debate between Senegalese entrepreneurs and bankers after a series of much publicised garnishee orders had been issued against Senegalese operators.This paper is based on research conducted by four doctoral students in 19861987. It aims at shedding new light on this debate on the basis of two surveys, one dealing with the protagonists of the dispute, the other with the financial statements of thirty two businesses over the five-year period of its duration.
