The practice of targeted murders consists in the deliberate use of deadly force by public agents or members of organised armed groups in times of armed conflict against previously identified individuals who are not in the physical custody of the aggressor. This practice has been implemented by certain states, including states where the rule of law obtains, notably in the context of counter-terrorism, against persons whose violent activities are deemed extremely dangerous for the maintenance of law and order and protection of the population ; it raises many queries as to its possible lawfulness with respect to jus ad bellum and jus in bello. It is presented as a means of implementing international norms but it is difficult if not impossible to contemplate it in terms of enforcement of the law.

Vietnam has recently negotiated and signed a dozen free trade agreements with its major trading partners. Health and environmental rules in these agreements establish equivalent or better protections than the WTO's SPS Agreement and multilateral environmental agreements. But there are questions about effective implementation in the Vietnamese context, due to a lack of significant rules in this area and to other challenges specific to this country.
