In 1990, the Québec legislator softened considerably the international adoption procedure by passing the Act respecting adoption and amending the Civil Code of Quebec, the Code of Civil Procedure and the Youth Protection Act. In light of these changes, we must ask ourselves if the legislator wanted to modify his protectionist role towards the adopted children. Does the new legislation protect more or less the children liable for international adoption? In fact, an analysis of the changes made in the international adoption procedure both during the preliminary stages and the judicial process seems to indicate that the children now benefit from an increased protection.
