Dans son rapport sur l'état de la recherche en relations industrielles dans les universités canadiennes, l’auteur s'intéresse plus spécialement aux problèmes d'ordre méthodologique, au syndicalisme, aux relations patronales-ouvrières, aux aspects législatifs et juridiques des relations industrielles et enfin à la main-d'oeuvre. En conclusion, il fait quelques commentaires qui se dégagent de sa démarche.

INTRODUCTION

In this paper the author presents an inventory of research on Industrial Relations in Canadian Universities. Because of the short time allowed to his investigation, the different meanings of industrial relations concept, the diversity of institutions and people which may be possibly interested, this report constitutes primarily a collection and a classification of the main contributions on Industrial Relations since 1960. Three problems must be solved before going further : the choice of an accurate definition ; the gathering of information ; the building of a model in order to analyse data.

Definition

The term Industrial Relations is sometimes confuse because it has more than one connotation. For the purpose of this report the author used a limited meaning relevant to the CIRRI organization.

Collection of data

The author used three ways. First a check list of subsidized projects by the Canadian Department of Labour in co-operation with representatives of Canadian Universities. Second, all members of the Canadian division of IRRA and CIRRI were sent a questionnaire about their researches and publications since 1960. Thus, these sources were supplemented by a study of specialized scientific journals and convention proceedings.

Classification of data

Given the interdisciplinary nature of the industrial relations field the author followed a mixed system of classification, using both, disciplines approaches and subjects index.

Then four main topics were selected : unionism ; employers-employees relations ; legislative and juridical aspects of Industrial Relations and work force and labor.

UNIONISM

The author notes and deplores the complete lack of large scale researches on Canadian unionism, especially on historical aspects. There is shortly a narrative of the main events coupled with some short commentaries.

But, Canadian unionism is blooming with research opportunities and hypotheses. Too often Canadian and U.S.A. unionism are confused by academic analysts mainly because historically the American Trade union movement gave the Canadian unionism its ideology, structures and leadership.

The history of the Canadian Trade union movement is a search of a personality, a conquest of an autonomy in a continental environment while maintaining some relations with the former metropolis. The scholars have not been able to exploit this situation to test the hypotheses and the generalizations of foreign searchers in a different context or to promote the fundamental knowledge of unionism or to formulate original hypotheses and propose new analytical models.

Our ideas and generalizations are stereotyped and based on superficial observation or a non-critical analysis of labor leaders assumptions. In Quebec, union competition is a rich area of promising research bearing on the influence of different elites, the progress of some ideologies, the functional and dysfunctional aspects of union's competition, progress and operation and the community integration of voluntary organizations.

On the other hand, it is interesting to note that the historical study of Canadian trade unionism progressed recently even if it is still on a small scale. Unfortunately most researches have not gone beyond the regional approach or the analysis of the very beginnings of Canadian trade unionism.

The structures and administration of trade unions have not been an area of great interest to scholars. But this should be a fertile source of new hypothesis formulation given the broad situational environment of the Canadian Industrial Relations' system and given the different ideologies and leaderships which had an impact upon the Canadian trade union movement.

The study of the historical ties between the Canadian and American trade union movements is another underdeveloped valuable area.

Therefore it is no surprise that theorization is lagging behind when historical and empirical researches are at the very beginning.

EMPLOYERS-EMPLOYEES RELATIONS

The systematic study of employers-employees relations is lacking in Canada as well as in the U.S. The theorical analysis, indeed, is very far behind descriptive and monographical studies. A fast pace of growth of scientific knowledge will require an integrated approach to the industrial relations problems which will encompass at the same time their economic, sociological, political and legal aspects.

Most research on industrial relations has been done by labor economists who generally used simple and limited models and neglected the non-economic variables. Fairly often they were qualified as institutional variables that added little to the scientific knowledge. New efforts are made towards a more integrated approach, some of them following the Dunlop's model.

Scholars have been proficient in studying industrial conflicts. Empirical and theoritical studies of good standing are numerous, some researchers have been worried about the cooling off periods in industrial strife.

At last, the author notes that the university research, on the content of collective agreements is almost non-existant. So scientific knowledge on problems and actual trends of employers-employees relationships needs more depth even on a regional basis, while the observer can note at first sight that there is in Quebec a gradual shift from professional to non-economic matters. For one, the impact of immediate surroundings must be investigated.

THE LEGAL AND LEGISLATIVES TRENDS OF INDUSTRIAL RELATIONS

The Canadian industrial relations system, as the American system is characterized by many statutory regulations. The author notes that we are far from the voluntarism of the British system where the legislator's role is to make up for deficiency of actors. In Canadian society the industrial relations system is framed by a juridical infra-structure which determines and delimits the power and rights of the parties specifying and controling, sometimes as far as the modalities of exercises of those rights or powers. This well established tradition is accepted by the parties and reflects a political conception of a certain social order. So, we don't have to be surprised by searchers' interest about legal and juridical aspects of Industrial Relations. Their attention is attracted by the caracteristics and evolution of Labor-Law, by its impact on relations between contracting parties, by the prominent part of government administrative agencies.

One author noted that one of the main preoccupation of governments has always been to reduce industrial conflicts by varied means as conciliation and arbitration. But another scholar claims that these compulsory measures prevent real collective bargaining and that the adoption of a voluntary conciliation principle will contribute to reduce the number of conflicts.

And another one proposes to substitute the expression compulsory conciliation by compulsory investigation and mediation, while a last one is opposed to legislations which prohibit strikes until a secret vote is held because this device does not contribute to the prevention of conflicts.

At last, it would be important to underline some case studies on the impact of certain particular legislations on the bargaining units, on the juridical extension of collective agreement in the building industry of Quebec.

LABOUR FORCE

So far, sociologists did not pay much attention to labour force problems while economists did a great deal of research. Therefore scientific definitions, hypotheses and models are mainly of an economic character. However sociologists' interest on unemployment and labor market is rising.

One focus of interest has been labor income. Scholars are interested primarily by the structure of wages and the labor share in the national income. They also pay much attention to trade unionism's impact on the level of wages, differential elimination and the problem of wage push inflation. As in America there are economists to promote both sides of the coin. They usually adopt the hypothesis and conclusions of American scientists and then try to validate them in the Canadian environment. However, it seems to the author that the hypothesis of organized labour influence on labour share in the national income is given up too readily. A new area is getting interesting, the problem of workers displacement and readaptation because of technological or economic developments.

CONCLUSION

In concluding the author makes the following comments :

1) Research has most of the time an actuality look, for researchers intend to contribute to public welfare. This is why their preoccupations evolve with the social and economic problems.

2) Canadian research is still largely influence by American models. Similar problems are studied with similar approaches. So there is a tendency in following American patterns to adopt without critical analysis, the postulates and hypotheses of American scholars. But there are signs of greater intellectual freedom for Canadian scholars.

3) Industrial Relations research is still under-developed. It is less analytical than descriptive and even less theoritical. It is applied rather than fundamental. It is heterogeneous and inarticulated. This is why planning is needed.

4) For the previous reasons there is no research tradition in academic fields. Research work is done by isolated individuals rather than by groups or institutions.

5) There is a real need of interdisciplinary work if a specific discipline is to be developed for the analysis of industrial relations problems. This is why greater cooperation and communication between scholars with different academic backgrounds must be advocated.

In concluding there has been many steps ahead since 1960. With the new generation of young researchers it is hoped that further progress will be made in a short while.

In the minds of many people, the Dominion Bureau of Statistics appears as a kind of factory producing data. It is more than that. This paper shows that the Bureau is taking new leads in the field of developmental and analytical research bearing on revised and new statistical series.

Une image assez répandue du Bureau fédéral de la Statistique est celle d'une usine où l'on fabrique des données statistiques sur les sujets les plus divers. Mais le véritable travail du Bureau Fédéral s'étend au delà de la collection et du traitement des données. La recherche sur l'amélioration des séries a toujours occupé une place importante. Depuis quelque temps, cependant, elle a pris une autre orientation, analytique celle-là. Des études sur l'usage des séries statistiques ont permis de les évaluer et d'en développer de nouvelles. Des projets en marche portent sur les points suivants :

ETUDES SPÉCIALES SUR LA MAIN-D'OEUVRE

L'addition de quelques questions à l'enquête périodique sur la main-d'oeuvre permettra d'obtenir des données sur la caractéristique économique, démographique et sociale de la force de travail. Une attention spéciale sera accordée au travail féminin.

PROJETS DE LONGUE PÉRIODE

Des études de nature plus technique pour un public spécialisé portent sur le comportement des femmes dans le monde du travail. Une d'entre elles tente d'explorer la relation entre les taux de participation par âge spécifique et le cycle économique. Elle utilise des séries temporelles et les taux sont désaisonnalisés. D'autres études sur le même sujet utilisent des données croisées et différentes unités d'observation telles que la famille, les municipalités, les comtés et les divisions du recensement.

RECHERCHE COMMANDITÉE

Tenant compte du personnel de la technologie disponible, le Bureau peut entreprendre des projets commandités par des agences extérieures. Des travaux pour le Conseil Economique du Canada, le Conseil canadien du Bien-être et pour le Ministère du travail ont déjà été effectués.

RECHERCHE SUR LA REVISION DES SÉRIES EXISTANTES ET SUR LE DÉVELOPPEMENT DE NOUVELLES DONNEES

Deux exemples de ce type de recherche intéresseront ceux qui veulent enrichir leur connaissance du monde du travail. Une mesure adéquate des coûts additionnels du travail encourus par la croissance des avantages sociaux constitue un premier exemple. Le développement d'une mesure concernant les emplois disponibles par région et occupation est un autre exemple.

Ces nouvelles orientations nous amènent à souligner que le Bureau travaille en étroite relation avec d'autres ministères fédéraux. Sans doute, la coopération et la coordination demeurent toujours une nécessité, mais elles prennent encore plus d'importance à un moment où le personnel qualifié se fait rare.

The author is surveying the activities of the Economic and Research Branch in the Department of Labour (Ottawa). Collecting and analysing statistical series in the labor field are the most important ones. In-depth research projects are concerned with relationships between labor data and other related economic variables.

A la suite de l'annonce de la création d'un ministère de la main-d'oeuvre, certaines activités du département d'économique et de recherches du Ministère du Travail deviendront la responsabilité du nouveau Ministère. C'est pourquoi cette communication se limitera à l'analyse des activités qui ont été laissées au département d'économique et de recherches de notre Ministère.

Présentement, ces activités consistent dans les recherches économiques et sociologiques dans les champs des relations industrielles et des standards de travail. A cette fin, le département emploie 70 personnes dont plus de trente sont des professionnels ( économistes, statisticiens, spécialistes des relations industrielles ).

Le résultat de leurs recherches est porté à la connaissance du public soit par le truchement des rapports particuliers soit par celui de la Gazette du Travail.

II—COLLECTION DES STATISTIQUES

Les activités du département dans le domaine statistique comprennent les enquêtes annuelles sur les salaires, les conditions de travail et les organisations ouvrières au pays ; les enquêtes sur les grèves et les lock-outs et les rapports mensuels sur les ententes collectives.

En plus de cela, le département tente continuellement d'améliorer sa méthodologie des enquêtes. La complexité croissante de l'économie canadienne l'exige.

Le département poursuit également ses efforts dans le but de publier plus rapidement le résultat de ses enquêtes afin que l'information statistique parvienne aux intéressés à une date aussi rapprochée que possible de celle de l'enquête.

Enfin, le département est en train de réviser et d'améliorer son indice des taux de rémunération, plus particulièrement d'étendre ses enquêtes à des secteurs d'emploi non couverts jusqu'ici (les professions, le personnel technique, les services en expansion : santé, éducation, amusements ).

III—ANALYSE STATISTIQUE

Le département entreprend aussi des études spéciales dans le but de fournir des informations supplémentaires qui n'apparaissent pas dans ses publications régulières. C'est ainsi qu'il a déjà publié des études sur les clauses des conventions collectives reliées à la sécurité du revenu, l'assurance maladie, etc., et qu'on est en train d'en compléter sur les bénéfices supplémentaires d'assurance-chômage, les plans de caisse de retraite, etc.

Le département fait également, pour le bénéfice des autorités supérieures du ministère et d'autres agences gouvernementales, des études particulières qui, en raison de leur caractère confidentiel, ne sont pas publiées.

IV—RECHERCHES FONDAMENTALES

Enfin, le département poursuit également des recherches dans le but de découvrir et d'établir des relations significatives entre diverses variables économiques et de vérifier ou de formuler certaines hypothèses de travail. Ces recherches sont habituellement d'établir une base solide pour la révision ou la formulation des politiques concernant le travail.

Ce genre de recherches est assez récent au département mais on est en train de le développer davantage.

C'est ainsi qu'on poursuit actuellement des recherches sur la détermination des salaires, sur les relations industrielles et la négociation collective et sur les standards de travail et qu'on a des projets de recherches sur les salaires minimums, les heures de travail et leurs relations avec la production et l'emploi, etc.

CONCLUSION

Cette communication donne une idée des activités du département mais n'épuise pas tous les intérêts qu'il peut avoir dans le domaine des recherches. C'est ainsi que le département encourage les recherches conjointes avec les universités, tente d'intéresser davantage de chercheurs universitaires aux recherches dans le domaine du travail.

In the first part of this article, the author shall attempt to sketch briefly the development of the « reality » of the labor force and of its « interpretative », descriptive concept — the occupational classification. In the second part, the analytical and policy tools of economies will be introduced.

Le but de ces « Notes » est de tracer le développement de la réalité de la main-d'oeuvre ainsi que cette description « interprétative » — classification occupationnelle — en examinant les grandes lignes de l'histoire du recensement au Canada.

Pendant les trois cents années de recensement il y a eu des tentatives de recueillir des données sous une forme significative commençant avec la « classification occupationnelle française » et avec les classifications anglaises selon l'origine nationale. Pourtant en 1827 les recenseurs se sont rendus compte qu'une distinction utile pouvait être faite entre les classifications industrielles et occupationnelles, mais au tout début du siècle présent l'accent a été placé de sorte qu'on a abouti à l'isomorphisme total des deux classifications. Ceci a conduit à une diminution du pouvoir descriptif parce que les recenseurs ne se sont pas bien rendus compte que leur main-d'oeuvre actuelle présentait deux aspects différents. Malgré l'introduction de nouveaux principes de classification dans le recensement de 1921 et 1931 la réalité grandissante de la main-d'oeuvre, ces nouvelles caractéristiques aux dimensions n'étaient pas saisies d'une façon adéquate par la structure de la classification occupationnelle. L'introduction de la « Classification Internationale Type des Professions » qui était basée sur le concept de la « nature du travail effectué » entre 1951 et 1961 donnait un autre critère pour définir un aspect de la réalité de la main-d'oeuvre. Seulement elle a conduit à une série de classifications — occupationnelles, industrielles et selon les habiletés — qui étaient largement indépendantes et ne pouvaient être traduites.

Ainsi jusqu'à ce jour il y a eu des tentatives pour développer une structure qui rendrait le recensement apte à des usages descriptifs aussi bien qu'à l'analyse et les projections, mais l'accent sur l'aspect descriptif a graduellement diminué.

Comme la politique économique a été plus coordonnée avec la politique sociale durant les années récentes il y a une nécessité croissante d'ajuster les classifications anciennes aux conditions nouvelles. La structure des classifications futures devra être reliée à l'éventail des politiques possibles de sorte que les variables économiques requises répondront aux exigences. Il est également important de considérer les complimentarités des « inputs » du travail et du capital. Peut-être un indice de « recyclage » sur le temps » (on-the-job-retrainability) est utilisé en combinaison avec l'approche de Parnes consistant à définir « le travail effectué » en classifiant les travailleurs en des catégories qui suggèrent le « contenu d'habiletés » et plus appropriées pour une mesure des caractéristiques importantes de la main-d'oeuvre.

In his article, the author shall emphazise that the managers role is to relate technology to human values. Traditionally, the governing value has been productivity in the economic sense. He shall suggest that a wider range of human values must be supported, e.g. the satisfying growth of the individual employee.

L'auteur ne prétend pas exposer ici le point de vue des employeurs en général, mais plutôt celui d'un homme de recherche, sur l'attitude la plus appropriée qu'un employeur devrait avoir envers les recherches en relations industrielles. Cet intérêt s'étend à tous les aspects des relations ouvrières et inclut l'exécution du travail, ses effets sur l'ouvrier, les rapports entre individus et ceux entre l'individu et le groupe.

L'employeur doit se préoccuper de la relation entre la technologie et les valeurs humaines. Pour répondre à ce besoin les chercheurs doivent donc se demander « quelles sont les valeurs dominantes » et « comment la technologie peut mieux servir ces valeurs ? »

Les valeurs dominantes traditionnelles étaient économiques. Mais grâce à la technologie, l'industrie a maintenant résolu le problème de la pénurie Ceci s'est malheureusement fait aux dépens de l'aspect social et psychologique. C'est pourquoi le public est de plus en plus mécontent du fait qu'on néglige d'autres valeurs, comme la santé publique et la sécurité sociale, les aspects agréables du milieu et la satisfaction des employés à leur lieu de travail ainsi qu'à l'extérieur. Les recherches doivent donc aider l'employeur à découvrir les valeurs dirigeantes appropriées.

En ce qui concerne la seconde question, la technologie par rapport aux valeurs humaines, elle peut être considérée au niveau de l'individu, de l'organisation ou de la société. Au niveau de l'individu l'implication du changement est une sphère grandement négligée. On tend à rendre les gens incapable de s'adapter au changement, en les forçant à demeurer dans un emploi restreint pour plusieurs années jusqu'à ce que le travail devienne inutile. Et quand les individus ont perdu la plus grande partie de leur capacité d'apprendre, on essaie de les ré-entraîner pour un nouvel emploi. Mais il est alors trop tard. Nous devons orienter nos recherches sur les façons de maintenir et de développer le potentiel dans chaque être, avec une expérience adéquatement variée et une éducation permanente, tout en maintenant les gens au travail.

La hiérarchie de nos organisations crée une scission horizontale entre la direction et les subordonnés qui en plus est agrandie par la présence des syndicats. Des scissions verticales se produisent aussi à cause de l'identification d'objectifs départementaux et de rivalités inter-départementales. Ainsi est sabordé le flux des communications essentiel au bon fonctionnement et dissipée la motivation à atteindre des buts communs. De nouvelles formes d'organisation doivent être mises à l'essai afin de déterminer la meilleure méthode d'application à différents champs d'activité.

Les effets de l'industrie sur la société en général sont grandement répandus et sont simplement esquissés ici. On constate généralement de nos jours que la nature peu satisfaisante de leur travail et l'amélioration restreinte qu'on y a apportée ont rendu beaucoup d'employés apathiques, hostiles et dépendants. La publicité continuelle de l'industrie a créé l'idée que les possessions matérielles sont synonymes de bien-être. On a ainsi encouragé un groupe nouveau à exiger les produits matériels que l'on manufacture. On a donc contribué à créer des dissensions dans la société et des conflits chez l'individu.

L'industrie a permis de grandes améliorations dans le domaine matériel, mais cela aux dépens du bien-être social et psychologique de l'individu. Les recherches en relations industrielles doivent aider le plus possible l'employeur à améliorer la société, en tenant compte davantage de la portée des valeurs humaines, e.g. le développement satisfaisant de l'individu. Ce chemin conduit à une véritable civilisation.

The author exposes the union approach to research from the perspective of the research departments functions, distinguishing the functions of the research officers from their activities, their methods and techniques.

L'activité du service de recherche d'une organisation syndicale dépend des préoccupations qui l'animent et des objectifs qu'elle poursuit.

Le Service des recherches des « Métallurgistes unis d'Amérique » étudie certes des questions d'intérêt général, telles la réforme de la fiscalité, la politique économique et sociale, la planification économique et sociale, les problèmes de main-d'oeuvre liés au développement technologique et à l’automation, mais l'essentiel de ces travaux est consacré à la recherche et à la mise en forme de données immédiatement utilisables dans l'action syndicale quotidienne centrée sur l'organisation, la négociation collective et l'application de la convention collective. Les informations concernant les salaires, les conditions de travail, les bénéfices marginaux, la situation économique et financière des entreprises, l'évolution de l'emploi seront rassemblées, étudiées puis diffusées aux organisateurs et aux négociateurs.

Par ailleurs, le personnel des services de la recherche est de plus en plus étroitement associé à la préparation des décisions que les dirigeants élus de l'organisation sont appelés à prendre. Cette situation peut présenter certains risques pour la Démocratie syndicale notamment lorsque les « professionnels » employés par l'organisation syndicale en raison de leur compétence sont tentés d'exercer les responsabilités qui appartiennent aux élus.

La prévention de cette difficulté suppose que les fonctions de ces professionnels soient clairement définies. Si le mouvement ouvrier est en droit d'attendre d'eux des recommandations pertinentes et un respect fidèle des décisions prises par les organismes directeurs, il doit en revanche reconnaître leur dignité professionnelle et considérer avec attention leurs avis.

Un effort particulier doit être fait dans le domaine de la recherche économique sans sous-estimer la portée des travaux entrepris par le Conseil Economique du Canada, il semble que ceux-ci devraient être complétés et étendus à d'autres aspects. C’est ainsi que ces disparités de revenus ne peuvent être expliquées par les seules disparités de productivité physique. En d'autres termes, l'augmentation des revenus des salariés ne saurait dépendre de la seule augmentation de la productivité du travail, il est notamment souhaitable et possible que ces travailleurs participent largement aux bénéfices réalisés par les entreprises, sans pour autant compromettre les exportations canadiennes par une augmentation des prix.

L'auteur expose l’objet, la méthode, les difficultés et les résultats d'une commission conjointe de recherche dans un cas de conversion industrielle.

EN :

In October 1964, Domtar Pulp and Paper announced a modernization program at the Pulp and Paper Mill it operated at Windsor, Québec. Windsor is a community with about 6,000 people and the Mill is the only plant in the place. Domtar was giving employment to about 1,000 workers, and first estimated that there would be a layoff of 250 workers as a result. Afterwards, this number was reduced to 172. The layoff was to be made gradually, starting at the end of 1965.

In order to avoid as far as possible the sad consequences for the workers involved as well as the negative effects for the economy of the community, under the suggestion of the Manpower Consultative Service of the Department of Labour of Canada and the Department of Labour of Québec, the Company and the Syndicat national agreed to create a Research Commission which would study the problem. The Commission was set up in April 1965 under the chairmanship of a university professor with 3 representatives of the Company and 3 representatives of the Syndicat. The Government of Canada and the Government of Québec also had one observer on the Commission. This one was to report before the 31st of August ; but the period was afterwards extended to the 4th September 1965.

Article 4 of the Agreement between the four parties described the mandate of the Commission :

4. « The research committee shall have the following terms of reference insofar as they relate only to possible lay-off of employees of the Company at Windsor resulting from the modernization of the plant :

(a) The Committee shall meet under the direction of its Chairman

( i ) to adopt rules for the conduct of its meetings and for the general conduct of its activities ;

(ii) to determine the areas and directions of studies to be carried out, and to prepare an estimate of the cost of such studies, and to submit such estimate for approval to the Company and the Syndicate ;

(iii) to conduct approved studies, to identify and evaluate the effects of this modernization on employment with a view to determining what measures can be taken to avoid lay-offs, or what adjustments are required in manpower to meet the impact of such modernization ;

(iv) to review the report of studies carried out and to formulate recommendations based on the findings of such reports ;

(v) to submit reports and recommendations to the Company and the Syndicate based on the review of studies conducted, and

(vi) to forward confidential copies of such reports and recommendations to the Director of Manpower Consultative Service and to the Provincial Minister. »

To carry out the research studies, four researchers were contracted and worked under the direction of the president. The Report of the Commission was ready at the end of August.

The object of this paper is to describe how the research program was performed and to underline the difficulties encountered. A few suggestions will also be presented which were derived from the experience.

The Commission had two purposes : a) to study the possibilities of avoiding or of reducing the number of workers to be laid-off; b) for inevitable lay-offs, to see what could be done to help in matters of placement, reclassification, reorientation, requalification and relocation.

The Commission decided to undertake its research work along the four following lines :

a ) Study of local and regional labour market ;

b ) Study of measures which could be taken in order to reduce the lay-offs ;

c) Study the characteristics of the workers who were to be laid-off in order to facilitate their placement, their reorientation, their reclassification or requalification ;

d) Study of measures which could be taken by the Company, the Government of Canada and the Government of Québec in order to readapt and properly realocate those workers.

The study of the measures which could reduce the number of the lay-offs considered the following hypotheses under the aspect of the number of jobs created and the cost of their application :

a ) Integral application of the 40-hour week ;

b ) Reducing the 40-hour week to 38 hours ;

c) Continual operation at the plant;

d) Continual operation and integral 38-hour week;

e ) Advancing retirement age for employees 60 years and over in 1966 ;

f ) Maintain in employ the 172 workers ;

g ) Improved vacation plan ;

h) Resorption of sub-contracts by the Company.

The conclusion of such a study demonstrated that a set of those measures, without using them all, could be economically applied and would permit continued employment of the 172 workers the Company was to lay-off.

Difficulties in the functionning of the Commission and in the completion of researchers' work were encountered during this experience. They arose from different interacting causes : a ) the ambiguity of the nature of the Commission ; b) the composition of the Commission; c) the shortness of time to perform the task; d) the choice of the subjects to be studied ; e) the obtainment of data necessary for the studies ; f ) the nature of the studies themselves.

The determination of the subjects to be studied was considered differently by the Company representatives and representatives of the Syndicat. The first had a tendency to a certain reticence, while the second wanted the Commission to expand their number. In the beginning, the Company seemed more interested in finding sources of employment while the Syndicat insisted more on the reduction of the lay-offs. As the members of the Commission representing the Company and the Syndicat were the same who used to meet at the bargaining table for collective bargaining, they carried at the Commission their bargaining complex and had a tendency to consider the problems thinking always, on one hand, to managerial prerogatives and, on the other hand, to the discovering of weapons for the negociation of the next contract. Both also were hesitant to accept the disclosure of the list of projected workers to be laid-off and, at the end, imposed the researchers to use it as a confidential matter, which increased unnecessarily the difficulty of their task.

On account of the shortness of the time and the scope of the task, the Commission was obliged to proceed according to a method which eliminated the maximum of risks to the workers and which could lead to any eventuality, that is considering all hypotheses at the same time. Normally, in fact, during the first stage of research, the Commission should have started by exploring all the possibilities of reducing the number of lay-offs proposed by Domtar following plant modernization, and wait for the decisions taken by those interested. Once assured the certain and inevitable lay-offs, the second stage of research should have been to study the work market able to absorbe this laid-off work-force, and the charact-eristics particular to the same work-force for placement and requalification all the while exploring measures that could be taken by public authorities to favour placement and requalification. This would have been the ideal situation. In fact, however, at Windsor, all the studies had to be undertaken simultaneously. This meant that there had to be a number of procedures which served only to delay and complicate results which might have been more easily forthcoming.

In spite of the inexperience of the Commission and of the researchers, in this area, the results were nonetheless very valuable. What will be the future of commissions of this kind ?

The Federal Government and the Government of Québec are now setting up permanent bodies with specialized staff which are intended to dispense systematic services in the manpower field and to deal with the ever increasing cases of industrial conversion. There is no doubt about their necessity. Only a governmental organization can carry out properly extensive and up-to-date studies of the labour-market. And it is also the role of the government to supply all the services in order to take care of the manpower problems in matters of placement, reclassification, requalification and relocation.

Nevertheless, the Domtar experience at Windsor suggests that an AD HOC commission in cases of plantshutting as well as of industrial conversion has a place and may play a unique role, although more restricted. For exploring and studying means in order of resorbing manpower, it is not quite likely many companies will be ready to let government people do the research. But, if we want those commissions to be very efficient, I submit that the following conditions should be satisfied :

a) the workers to be laid-off should be advised of this possibility six months in advance;

b) Company and Union representatives on a research commission should be people in authority and not the same who meet at the bargaining table. Their number should not be more than two for each party ;

c) the chairman who is responsible for the performing of research should have more power and have the last word in the determination of research subjects ;

d) the duration of the commission's mandate should be long enough in order to facilitate the organization of the research according to a logical sequence and also to leave the chairman play a conciliation role in the measures to be adopted when the researches have been completed ;

e) in no way, should a research commission take the place of governmental manpower services, but it should operate in conjunction with them and receive cooperation from them.

In 1968, following technical change at the North Sydney Ferry Terminal, the working force needed will be 100 men instead of 800 working regularly and 200 on a part time basis. In this article, the author analyses the human problems arising from a technological change and the solutions brought forward by a committee.

Les méthodes utilisées pour manipuler la marchandise transportée par bateau entre North Sydney et Pointe-aux-Basques étaient lentes et désuètes. La situation fut étudiée par le Canadien National et le Département du Transport et on proposa une solution qui permettait de réduire le nombre d'employés requis de 800 réguliers et 200 temporaires à 100 employés réguliers en 1968. 900 personnes allaient donc être affectées par ce changement.

L'union internationale de débardeurs et le Canadien national s'unirent pour former un comité conjoint comprenant trois représentants chacun. Les recommandations du Comité devaient être soumises à la Compagnie et à l'Union pour étude et, si elles étaient approuvées, elles devaient être mises en application par un coordonnateur qui agissait comme secrétaire du Comité.

Le Comité devait étudier la possibilité de trouver de nouveaux emplois aux employés mis-à-pied. A cette fin, il devait:

a) découvrir les capacités des hommes mis-à-pied;

b) découvrir des sources d'emploi;

c) entraîner les individus;

d) éliminer les obstacles soulevés par le transfert.

Le Comité décida de faire le travail lui-même au lieu de le confier à des experts malgré les difficultés qu'une telle procédure pouvait engendrer. Mais il s'assura de la coopération d'autres personnes ou organismes, plus particulièrement les ministères provinciaux de l'Education et du Travail.

Le Comité étudia donc les conséquences du changement technologique qu'on voulait implanter, les opportunités d'emplois ainsi que les qualifications des personnes mises-à-pied. Puis il fallut trouver une façon de motiver les individus à s'aider eux-mêmes et à se prévaloir des avantages qu'on mettait à leur disposition. Ceci se fit surtout au moyen d'entrevues conduites par deux spécialistes employés à cette fin.

L'étape suivante fut d'améliorer le niveau général d'instruction des hommes affectés par le changement. On se mit à la recherche d'instructeurs qualifiés et on mit en branle un premier programme de cours auquel un grand nombre d'individus et d'organismes collaborèrent activement.

Le problème principal auquel le Comité aura à faire face est le transfert de ces hommes mis-à-pied d'ici l'automne 1967. La plupart des obstacles au transfert sont d'ordre psychologique.

Le Comité a déjà fait entreprendre une étude sur les causes réduisant la mobilité de la main-d'oeuvre à North Sydney et projette une étude semblable au sujet d'habitants du Cap Breton déménagés à Kingston.

Enfin, quoique la responsabilité première du Comité soit à l'égard des hommes affectés par le changement technologique, le Comité a aussi l'intention de faire tout en son pouvoir pour aider la communauté locale aussi affectée par le changement.
