Imaginaires politiques et violence structurelle à Ilave (Pérou) A1 - Legoas, Jorge JO - Anthropologie et Sociétés VL - 30 IS - 1 SP - 51 EP - 74 SN - 0702-8997 Y1 - 2006 Y2 - 03/28/2024 7:08 p.m. PB - Département d'anthropologie de l'Université Laval LA - FR AB - Cet article a pour but d’exposer, dans une perspective poststructuraliste, la façon dont les discours véhiculés par le dispositif de développement international ont fait allusion à la « paix » et à la « prospérité » pour endosser par la suite une préoccupation mondiale à l’égard de la sécurité, ce qui a fait de cette dernière un synonyme simplifié de l’idée de paix et un objectif primordial du dispositif.La démocratie devient dès lors un instrument au service de cet objectif et, dorénavant, les projets d’appui au développement local viseront la mise en place de modèles de citoyenneté préétablis qui installent la fonction de contrôle au coeur des pratiques du citoyen.Ainsi figé dans l’espace local, ce modèle de développement international ne parvient pas à prendre en compte la diversité culturelle et continue d’alimenter la marginalisation et la violence structurelles qui caractérisent la société péruvienne. L’assassinat du maire d’Ilave, dans le département de Puno, au Pérou, par sa propre population, objet de telles pratiques de développement, illustre la façon dont ce processus peut conduire à des situations extrêmes en tous points opposées à la recherche de la paix. AB - The objective of this paper is to explain, from a post-structuralist perspective, the way in which discourse mediated by the mechanism of international development alludes to “peace” and “prosperity” and then takes on board the global concern with security, thus rendering the latter a simplified synonym for the notion of peace and a crucial objective of the mechanism.Democracy then becomes an instrument of this objective and, henceforth, the aim of local development assistance programs is to establish pre-set models of citizenship that will place the function of control at the heart of the citizen’s actions.Ossified in the local sphere, this model of international development fails to take account of cultural diversity and continues to reinforce the marginalization and structural violence characteristic of Peruvian society. The slaying of the mayor of Ilave, in the department of Puno, Peru, by his fellow-citizens, who were the object of such development practices, illustrates how this process can lead to extreme situations that are totally antithetical to the search for peace. AB - Este artículo trata de mostrar, desde una perspectiva foucauldiana, la forma como los discursos que emplea el dispositivo del desarrollo internacional se han servido de alusiones a la «paz» y la «prosperidad», vinculándose luego a la preocupación internacional por la seguridad y convirtiéndose así ésta última en un sinónimo simplificado de la «paz» y en objetivo primordial del dispositivo.La democracia se vuelve entonces un instrumento útil para canalizar dicho objetivo y en adelante los proyectos de desarrollo local, apuntarán a la construcción de formas predefinidas de ciudadanía donde una función de control se instala en el centro de las prácticas del ciudadano.El modelo de desarrollo internacional así instalado en el ámbito local no es capaz de tomar en cuenta la diversidad cultural y mantiene en su seno los patrones marginación y violencia estructural que caracterizan a la sociedad peruana. El asesinato del Alcalde de Ilave (Puno) atesta sobre la forma como este modelo en marcha puede llegar a desembocar en situaciones extremas exactamente opuestas a la búsqueda de la paz, e incluso alejándose del control y de la seguridad que expresamente persigue.
