Abstract
Nantes and the Nantes metropolis have developed the « citizen dialogue », a tool to involve the population in decisions, especially in the conception of the city. This intermediate tool between the classic top-down and participatory democracy avoids the economic and cultural issues that are essential for the Nantes model. Beyond the technical constraints, it is certainly in the contradictory nature of the models mobilized in Nantes (metropolitan accumulation versus ecological and social city) that the discretion of the authorities on this subject is found.
