L’auteur tente de faire ressortir un des enjeux cruciaux de la réflexion culturelle, telle qu’elle se donne à voir actuellement aux États-Unis dans diverses sphères de l’activité intellectuelle. L’article examine entre autres les positions défendues par deux adversaires (A. Bloom, R. Rorty) dans un débat portant sur la définition (c’est-à-dire la compréhension et « l’orientation ») de la culture américaine contemporaine. Il suggère que ces positions doivent être situées dans une perspective socio-historique de transition (appelée ici postmodernité), où c’est l’identité culturelle américaine qui se trouve en fait remise en cause, dans sa propre tradition et sa valeur universelle.

This paper discusses some issues of a debate that animated the intellectual milieux of American society in recent years. The opposition between A. Bloom and R. Rorty concerning the definition (i.e. the understanding and "orientation") of contemporary American culture and cultural institutions is taken as an example which suggests that such a debate has to be situated and analyzed within the broader perspective of a socio-historical period of transition called postmodernity. It is such a perspective that allows us to understand how the American cultural identity is now put into question, both in its own traditions and its universal values, and also why both Bloom's conservatism and Rorty's neo-pragmatism positions seem to fail in addressing the crucial question of a critical evaluation of the contemporary evolution of American society.

Mainly using points taken from a survey of Californian daily newspapers Fred Matthews tries to dissect and explain the rise of contemporary "Mainstream" America. He introduces us to the way three paradigmatic historians, C. A. Beard, R. Hof stadter and P. Miller, have accounted for the sources of this current which can be seen as an escape from the perils of the open society and a refuge in a commoditized pseudo-Gemeinschaft.

À partir d’un survol du conflit culturel vécu dans l’influent enclave de la Californie centrale, Fred Mathews s’attache à disséquer et expliquer la résurgence du conformisme conservateur aux États-Unis. Il examine plus particulièrement de quelle façon d’influents historiens américains comme C. A. Beard, R. Hofstadter et P. Miller ont pu éclairer les sources de ce qui peut être vu comme une fuite devant les périls de la société ouverte et comme un refuge en une pseudo-Gemeinschaft commercialisée.

Au fur et à mesure que les médias américains se modernisent et se répandent à travers le monde, l’américanité qui est le moteur et le produit de l’histoire des États-Unis, est rejetée, vilipendée, dénoncée et parfois récupérée à des fins de contre-argumentation idéologique par le Tiers-Monde. Dans les sociétés industrialisées ou en voie d’industrialisation rapide d’Europe et d’Asie cette idéologie de la communication qu’est l’américanité est astucieusement exploitée contre les intérêts économiques mêmes des États-Unis.

Paradoxically, if the ideal of communication has been one of the most important generator as well as a major by-product of the United States' history, as American media get more and more sophisticated and spued over the world, such an ideal is thrown away, joepardized, denounced, and sometimes, hijacked by Third World countries in order to fulfill their own ideological purposes. In industrialized as well as rapidly developing societies in Europe and Asia, this American ideology of communication is astutely salvaged as contextual information for decision making by strategists involved against the United States on the international economic scene.

L’article examine la contribution de Ronald Reagan à l’évolution du cadre décisionnel présidentiel. Se fondant sur une analyse historique comparative, plus particulièrement depuis F. D. Roosevelt, de la présidence moderne et de ses rouages, on y décrit l’action d’un chef de l’exécutif contrôlant le processus décisionnel grâce à l’idéologie. Cette façon de faire ne lui épargnera cependant pas les crises et les conflits qui révèlent le fossé entre discours et réalité dans la politique américaine.

The paper presents an evaluation of Ronald Reagan's contribution to the evolution of the presidential decision-marking process in the U.S. The action of a chief-executive controling the decision-making process through an ideological discourse is described. It is based on a comparative historical analysis of the modern presidency and its functions, particularly since F. D. Roosevelt. While president Reagan's way of operating this process did not save him from crises and conflicts revealing the gap between ideological discourse and reality which constitutes American politics.
