Résumé
L’article a pour objectif de mettre en relief les conditions auxquelles il est possible de mener une politique coordonnée visant à articuler le développement urbain aux infrastructures de transports publics. L’analyse croisée des villes suisses de Bâle, Berne, Genève et Lausanne permet d’identifier les facteurs décisifs pour la coordination entre les politiques locales de transport et d’urbanisme. Il s’agit en particulier de l’agencement entre des facteurs contextuels relatifs à la morphologie urbaine, le fonctionnement des institutions supra-communales et une série de facteurs spécifiques à chaque cas, qui concernent les décisions politiques passées et la culture politique locale. Sur la base de ces résultats, l’article conclut par la mise en exergue des conditions d’une coordination de l’action publique locale pour amarrer le développement urbain aux infrastructures de transports publics.

Abstract
In this paper, we aim at assessing current local policies and their potential for linking urban development with transit infrastructure by conducting a comparative study across four Swiss urban regions: Basel, Bern, Geneva, and Lausanne. Several key factors are identified for coordinating local planning and transit policies. Specifically, they refer to the way contextual factors associated with morphological and geographical conditions are combined with regional-level institutional arrangements and case-specific idiosyncrasies regarding organizational structure, past policy decisions, as well as the political culture characterizing the local polity. Our research results show the conditions that must be met in order to implement coordinated policies to ensure that urban development is linked with transit infrastructure.
