Abstract
The purpose of our empirical research is to analyze the current state of governance for wildlife areas in Quebec in order to identify complementarities that could be used for sustainable development in these forest areas. They constitute a public asset whose government administration has been decentralized to three types of sectoral institutions: government for wildlife reserves, the private sector for outfitters, and the community sector for controlled harvesting zones (ZECs). The governance analysis standpoint, which is defined as the implementation of systems of standards and procedures that facilitate coordination and cooperation among social players, is reviewed here for all wildlife areas, whether interorganizational or intersectoral, rather than from the standpoint of governance at the level of each different type of constituent organization. The analysis attempts to focus on current and potential interactions between players, i.e. the scope for coordination and cooperative interaction among stakeholders, in dealing with the main interorganizational issues - funding, access, conservation and resource development, increased responsibilities and barriers to greater complementarity. In short, what governance framework could be put forward to increase complementarity in terms of mandates and actions on behalf of conservation and sustainable development? These would include: participative governance that would make it possible to formalize a shared vision of these areas; setting priorities for action and shared areas of managerial authority; the selection of participants who are perceived as legitimate and representative; and in the medium term, the development of a formal ad hoc governance structure to ensure that there is continuity in terms of participation and an expanded decision-making process to deal with the major multisectoral issues and challenges in all of these areas.
