Résumé
Les revendications des regroupements d’acteurs de la société civile s’appuient sur une nouvelle conception de la citoyenneté, fondée sur les notions de participation, de démocratie, de décentralisation et de droits. Nous tentons de mettre au jour les mécanismes discursifs révélateurs de cette nouvelle conception dans le discours de groupes communautaires québécois. L’analyse fait notamment ressortir que le lieu au sein duquel l’intérêt général devrait être défini se déplace de l’État à la société civile. Ce décentrement du lieu de production des orientations éthico-politiques de la société a des conséquences pour la légitimité du politique lui-même, et invite à imaginer en quels lieux symboliques et institutionnels pourrait se recomposer le « monde commun » de la société.
Abstract
In their claims-making, civil society actors make use of a new vision of citizenship, one based on concepts of participation, democracy, decentralisation and rights. This article uncovers the discursive instruments of this vision in the discourse of community groups in Quebec. In particular, the analysis reveals that the location for defining the general interest has shifted from the state to civil society. This de-centring of the creation of society’s values has consequences for the legitimacy of the political realm itself and leads us to wonder about the symbolic and institutional spaces in which a “shared world” will be created.
