Résumé
Cet article propose une réflexion concernant les réfugiés ainsi que leur expérience du programme humanitaire canadien et de ses structures d’accueil propres au Québec. Plus spécifiquement, il s’agit de cerner trois figures successives du réfugié dans l’espace public, soit au sein des médias, du droit public et de la société civile. Nous analysons comment s’organisent dans chacune de ces sphères les relations entre corps, droits et souffrance, tout en accordant une attention particulière au statut du sujet et de la parole inhérents à ces trois figures. Au centre de notre analyse, la parole émise publiquement devient une modalité d’intégration, de liaison et de réalisation, quand les personnes réfugiées peuvent sortir de certaines figures imposées, accédant ainsi véritablement au statut de sujet en possession de ses moyens et de ses droits.
Abstract
This article provides a reflection on the figure of refugees as well as their experiences in the Canadian humanitarian programme and the Quebec institutions that receive refugees. It identifies in particular three standard figures represented in the media, law and civil society. For each of these spheres, we analyse how the relations among the body, rights and suffering is organised, giving particular attention to the status of the subject and the voice of each of the three. A key point made in the analysis is that public testimonials become a mechanism of integration, connection and success when someone who has refugee status can depart from one of the standard figures, and thereby become an acting rights-bearing subject.
