Since 2017, vocational trainining (VT) centers have operated under a policy framwork designed to support students with special needs. In order to better understand how this framework is appropriated and implemented, interviews were conducted with nine students who self-identified as having a disability, two significant others, and seven remedial teachers in vocational training.
Qualitative analyses were conducted using the frameworks of Albero (2010) and Cross (1981). The findings highlight the challenge of navigating two competing imperatives: ensuring " success for all " while maintaining the level of skill mastery required for entry into the labor market. The results suggest the need to rethink how vocational training is delivered in order to better meet students' needs. They also point to the importance of employers informing the VT community about expected levels of skill mastery in the labor market, as well as potential workplace accommodations.
