Résumé

Les sociétés coopératives d’intérêt collectif (SCIC) ont pour objet « la production ou la fourniture de biens et de services d’intérêt collectif, qui présentent un caractère d’utilité sociale ». Les textes de loi et du décret du 21 février dernier sont ici présentés et commentés par l’un de leurs promoteurs les plus actifs. Décrivant les dispositions particulières de la SCIC, l’auteur analyse les atouts du nouveau statut : le développement territorial gagne un outil bâti sur mesure, ancré dans la société locale et tourné vers l’utilité sociale. Encore faut-il que la SCIC sache organiser le pouvoir en son sein : le multisociétariat l’oblige à une gestion démocratique dynamique, fondée sur l’acceptation de la remise en cause mutuelle et sur la confiance.

Abstract

The purpose of public-interest cooperatives (SCIC) is the “production or supply of goods and services in the public interest that have a social utility.” The text of the law and government decree of 21 February are presented here and commented on by one of their most active promoters. The author describes the particular provisions of the law on public-interest cooperatives and analyzes the advantages of the new legislation, which creates a tailor-made instrument for community development that is embedded in the community and oriented towards social utility. Public-interest cooperatives must still learn how to organize their internal power relationships. Multi-membership demands dynamic democratic management based on trust and the acceptance of the mutual questing.
