Résumé
Cet article analyse le processus d’institutionnalisation de l’économie sociale au Québec. En s’intéressant plus particulièrement à la période 1995-2001, l’auteur développe deux idées-clés. D’une part, la reconnaissance gouvernementale accrue s’est accompagnée d’un rétrécissement de la définition initiale impulsée par les mouvements sociaux. Au terme de ce processus, l’économie sociale se trouve limitée à sa dimension entrepreneuriale. D’autre part, les politiques étatiques tendent à opposer les composantes de l’économie sociale, réservant l’économique (l’emploi, le développement de nouveaux services et de nouveaux marchés) à l’entreprise collective et le politique (la transformation sociale, la citoyenneté) à l’action communautaire. Non seulement cette séparation est artificielle, mais elle risque d’appauvrir chacune des composantes. Elle témoigne en outre d’une vision qui réduit l’économie au couple État-marché et l’éloigne d’une perspective d’économie plurielle.
Abstract
This article analyzes the institutionalization of the social economy in Quebec. Focusing on the period of 1995-2001, the author develops two main ideas. The first is that as governmental recognition increased, the scope of the initial definition promoted by social movements narrowed. As a result of this process, the social economy has been reduced to its entrepreneurial dimension. The second is that government policies tend to divide the components of the social economy, assigning the economic tasks (jobs, the development of new services and new markets) to collective enterprises, and the political tasks (social change, citizenship) to community action. This separation is not only artificial. It runs the risk of impoverishing each of the components. It also reflects a view of the economy reduced to the State-market pair further removed from the perspective of a plural economy.
