Au bénéfice de la crise ? Pour un projet d’économie sociale et solidaire Benefiting from the crisis? For a social and solidarity economy project

Pour répondre aux besoins de la société, a fortiori en période de crise économique, l’économie sociale a besoin d’un cadre doctrinal de référence. Or elle ne présente pas aujourd’hui d’unité. Nous proposons d’aborder cette question à partir de la dualité de conceptions de l’économie sociale et de l’économie solidaire. Dualité qu’il convient non pas de nier, mais de dépasser en recherchant dans chaque mouvement ce qui peut servir un projet futur. Après avoir rappelé les points de convergence (solidarité, liberté, égalité, volonté non violente de changement social…), l’article aborde trois questions plus discutées : le débat sur intérêt général ou intérêt collectif, le marché et la marchandisation, et l’importance des statuts. Au terme de ces discussions, il apparaît que le rapprochement de l’économie sociale et de l’économie solidaire n’est pas insurmontable. La capacité de l’ESS à faire face aux gigantesques enjeux écologiques, sociaux et économiques contemporains dépend de la capacité de ses acteurs à savoir assumer la double qualité économique et politique, celle qui permet au travailleur ou à l’usager d’être sociétaire participant à l’exercice du pouvoir.

Abstract

To meet the needs of society, especially in a period of economic crisis, the social economy needs a basic doctrinal framework. However, it is not currently unified. We propose approaching this issue by starting from the dual concepts of the social economy and the solidarity economy. Rather than ignore this duality we need to go beyond it by looking for aspects from each movement that may help a future project. After recalling the points in common (solidarity, freedom, equality, desire for non-violent social change), the article addresses three issues that provoke more discussion: the debate about general interest or collective interest, the market and commodification, and the importance of constitutions. At the conclusion of these discussions, it seems that bringing the social economy and the solidarity economy closer together is not insurmountable. The ability of the social and solidarity economy to deal with today’s gigantic environmental, social and economic challenges depends on the ability of its players to perform their twin economic and political role, which allows the worker or user to be an associate, cooperator and mutualist—a member participating in exercising power.
