La SCIC, une coopérative encore en devenir The public-interest cooperative: a cooperative form still in the making

La société coopérative d’intérêt collectif (Scic) compte trois années d’existence, et cinquante-cinq Scic sont aujourd’hui agréées. L’article vise à faire le point de la mise en oeuvre sur le terrain de cette façon d’entreprendre caractérisée par le multisociétariat. Si les champs d’activité des Scic peuvent être regroupés en deux grandes familles : services à la personne et de proximité et environnement, l’auteur note une diversification des activités et une nouvelle structuration par filières. Il apparaît également que les Scic agréées ont pour la plupart bénéficié de l’antériorité d’une structure, qu’elles soient issues de sa transformation ou qu’elles en reçoivent le soutien. Les échecs existent cependant et les principales difficultés rencontrées sont recensées. L’Inter-réseaux Scic (IRS) apporte des occasions d’échanges et de travaux en commun et devrait se structurer à terme autour de lignes directrices et d’actions au service du développement des Scic.

Abstract

The public-interest cooperative (abbreviated as SCIC in French) has existed for three years, and there are now 55 that are officially recognized. This article examines the current situation and attempts to assess these multi-stakeholder enterprises in practice. While public-interest cooperatives have tended to be mainly active in two areas–community and personal services and the environment–the author notes a diversification in activities and a new organization by product chains. It also appears that most officially recognized public-interest cooperatives have benefitted from a previous structure, either because they resulted from its transformation or received its support. There have, however, been company failures, and the main difficulties encountered are listed in the article. The Public-Interest Cooperative Network (IRS) provides opportunities for exchanges and working together and should in time develop policies and programs for fostering the growth of public-interest cooperatives.
