Résumé
À Liège, suite à la fusion des communes (1976), le pouvoir communal mit en place une expérience de travail communautaire afin de tenter de cerner les besoins de la population. Alors que les relations entre élus et électeurs étaient marquées par une forte personnalisation des interventions avant la fusion, la mise en place d’un service des relations publiques reste marquée par la même implication électoraliste. C’est par rapport à cette restructuration que l’expérience de travail communautaire se développe à partir d’un nouveau discours centré sur la promotion du « dialogue avec la population ».
À partir du déroulement de l’expérience, des difficultés qu’elle fit surgir de l’usage de techniques comme l’analyse transactionnelle pour résoudre les conflits, il apparaît que les résultats recherchés en matière d’extension d’une base électorale au plan local et la prise en charge des coûts de fonctionnement des collectivités locales par les citoyens sont éminemment contradictoires...
Cette contradiction détermine l’arrêt de l’expérience de travail communautaire.
Abstract
Following the amalgamation of the communes in Liège (1976), the communal authorities initiated an experiment in community work, with the aim of identifying the needs of the population.
Since relations between the elected and the electors were marked, before the fusion, by strongly personalized interventions, the establishment of a public relations service remains coloured by the same electoral implications. It is in relationship to this restructuring that the experiment in community work was developed around a slogan centered on the promotion of "a dialogue with the population".
The results, as surmised from the evolution of the experiment, appear to be contradictory. Difficulties also surfaced with the use of techniques such as transactional analysis to resolve conflicts. In terms of enlarging the local electoral base and achieving citizen control over the functioning of local organizations, the desired results do not appear to be forthcoming.
These contradictions appear to be responsible for the discontinuation of the experiment in community work.
Resumen
Posteriormente a la fusión de las comunas, realizada en Lieja en 1976, el poder comunal organizó una experiencia de trabajo comunitario que buscaba el definir las necesidades de la población. Las relaciones entre elegidos y electores, marcadas ya antes de la fusión por una fuerte personalización de las intervenciones, siguen estando, gracias a la instauración de un servicio de relaciones públicas, marcadas por la misma preocupación electoralista. Es a partir de esta reestructuración que la experiencia de trabajo comunitario se desarrolla a partir de un nuevo discurso, centrado en la promoción del diálogo con la población.
El desarrollo de la experiencia, las dificultades que ella creó con la utilización de técnicas como el análisis transaccional para la resolución de conflictos muestran el carácter eminentemente contradictorio de los resultados buscados de la extensión de una base electoral en el piano local y de la asunción de los costos de funcionamiento de las colectividades locales por los mismos ciudadanos. Son estas contradicciones las que llevan a la supresión de esta experiencia de trabajo comunitario.
