L’UNION AFRICAINE FACE À LA GESTION DES CHANGEMENTS ANTICONSTITUTIONNELS DE GOUVERNEMENT

Résumé

L’Union africaine, depuis l’adoption de son Acte constitutif en juillet 2000, a fait du rejet des changements anticonstitutionnels de gouvernement son cheval de bataille. Elle a, à cet effet, institué et chargé le Conseil de paix et de sécurité (CPS) de réagir chaque fois que de tels changements se produisent au sein des États africains. Le but du présent article consiste à évaluer l’action du CPS au regard de ses actions concrètes dans différents États africains en soulignant les progrès ainsi que les limites. Aux termes de l’analyse, nous formulons des suggestions pour l’amélioration de son action.

Abstract

The African Union, since the adoption of its constitutive Act in July 2000 has concentrated on the rejection of unconstitutional changes of government its main concern. It has, in fact, established and directed the Counsel of Peace and the Security (CPS) to react anytime such changes can be produced among African countries. The target of the present article consists of evaluating the action of CPS towards the concrete actions in some African States in underlining the progress as well as the limits. Then we'll be able to formulate some suggestions in order to improve its action.
