Le projet sportif des organismes franco-ontariens et leurs revendications auprès du gouvernement provincial

Résumé

L'auteure fait l'hypothèse que le projet sportif franco-ontarien reflète le projet de société de la minorité francophone de l'Ontario puisqu'il s'inscrit dans le cadre du développement d'un réseau institutionnel au sein de la communauté, et qu'il offre des moyens d'accroître les possibilités d'interagir en français, entre francophones. Les organismes franco-ontariens qui interviennent dans le champ des activités physiques et sportives reprennent en plus le thème de l'autogestion; ils affirment que le développement de ce champ passe par sa prise en charge par les francophones. Dans cette quête d'autonomie, ils demandent l'appui de l'État et revendiquent du ministère du Tourisme et des Loisirs, qui gère les ressources nécessaires à leurs projets, ce qu'ils considèrent leur revenir de droit. Dans ce champ d'action politique se manifestent les relations de pouvoir entre les organismes franco-ontariens, qui tentent d'assurer le maintien de la communauté franco-ontarienne par le développement des activités physiques et sportives, et le gouvernement provincial, qui contrôle les ressources nécessaires à la réalisation de leur projet.

Abstract

The author's hypothesis is that the Franco-Ontarian sports project mirrors the social blueprint of Ontario's Francophone minority, since it falls within the developmental framework of a community institutional network, and offers ways to increase the potential for interaction in French among Francophones. Franco-Ontarian organizations involved in physical education and sports activities have adopted a stance in favour of self-management. Indeed, they believe that development in this field can only be handled by Francophones. In their quest for autonomy, they have turned to government for support and are petitioning the Department of Tourism and Recreation, which manages the ressources necessary to attain their goals, for what they consider to be an inherent right. In this arena of political action, there is a struggle for power between Franco-Ontarian organizations striving to preserve the Franco-Ontarian community through the development of physical education and sport activities, and the provincial government, which contrats the ressources necessary for the realization of the Franco-Ontarian project.
