Résumé
Les auditeurs législatifs seraient-ils devenus les derniers héros de la saine gestion des Administrations ? Alors que la disgrâce frappe sans délai les élus et les Administrations, que leurs décisions soient légitimes ou non, les auditeurs législatifs échappent davantage au tribunal de l’opinion publique. La fonction d’auditeur législatif semble dorénavant entourée d’une aura de crédibilité acquise pour avoir dénoncé des dérives de la gestion des affaires publiques. Mais au-delà de cette aura, la fonction et la portée du travail des auditeurs législatifs sont encore très méconnues de la population, des élus et de la presse. L’analyse de deux événements survenus récemment, alors que des vérificateurs généraux se sont retrouvés eux-mêmes dans la controverse, a fait ressortir cette méconnaissance des principaux enjeux liés à la fonction d’auditeur législatif.
Abstract
Are legislative auditors the last watchdogs of sound management within administrations ? Whereas elected officials and administrations are open to being immediately castigated, legislative auditors seem, in the court of opinion, to be able to do no wrong, regardless of whether their decisions are legitimate or not. The function of legislative auditor apparently has an aura of credibility stemming from his or her denunciations of maladministration. When stripped of this halo, however, the function and scope of the legislative auditor’s work continues to be poorly understood by the public, elected officials and the media. The analysis of two recent controversial events in which auditors general figured prominently underscores the generalized lack of awareness of the main challenges related to the legislative auditor function.
