La toile municipale aux XIXe-XXe siècles : un panorama transnational vu d’Europe

La « ville globale » est devenue un objet d’étude très couru depuis une quinzaine d’années. La participation active des cités aux mouvements d’interconnexion, qu’on résume sous le nom de globalisation, est pourtant absente de cette littérature. On fait ici l’hypothèse qu’en tant qu’acteurs et que sujets, les villes, à travers leur incarnation politique de gouvernements municipaux urbains, sont plus qu’un simple terrain où se déploie la globalisation. Les échanges entre ces gouvernements municipaux urbains et au sujet de leur fonctionnement, de leur action et de leur situation institutionnelle sont alors considérés comme participant à la construction des phénomènes d’interconnexion transnationale, qu’ils soient régionaux ou globaux. Cet article propose une première approche de la « toile municipale » tissée entre les gouvernements municipaux urbains et au sujet de ceux-ci à l’époque contemporaine. Cette toile inclut gouvernements municipaux, élus et employés municipaux, mais aussi savants et réformateurs ; organismes intergouvernementaux, organisations non gouvernementales nationales et transnationales aussi bien que sections de gouvernements nationaux ou infra-nationaux, sans omettre les entreprises qui travaillent sur le marché de l’urbain. Elle organise et canalise la circulation des idées, des personnes, des services entre les gouvernements municipaux urbains et à leur sujet. L’article s’attache particulièrement aux acteurs, matériaux de cette toile, aux objets qui la parcourent, en insistant sur les effets à long terme de ce réseau de contacts et d’échanges qui s’est mis en place depuis la fin du XIX^e siècle.

Abstract

There has been an outburst of scholarship on world and global cities in recent years, though cities under the guise of political entities—that is, municipal urban governments—have not been considered by this literature as having a relevant degree of agency in the process of interconnection that has been named globalisation. While they are both agents and subjects of this process, their part has been neglected or considered under a very limited chronological angle. This article offers an approach to the “municipal web” that has developed between and about municipal urban governments in the modern era. This web includes municipal governments, municipal officials and technicians as well as scholars, experts and lay reformers; intergovernmental organizations, domestic and transnational non governmental organisations as well as sections of national or infra national governments; firms as well as non profit groups. The article pays special attention to those who weaved this web and the material they used, to the items that travelled through this web of municipal interchange. It insists on the importance of studying current interconnections among and about cities in the historical perspective.
