Résumé
La participation des acteurs est reconnue comme une dimension importante de la gestion durable des forêts et plusieurs modalités existent pour faciliter cette participation dont la décentralisation de la gestion forestière. Cet article analyse les implications de la décentralisation sur la participation des acteurs et la modulation du système d’action de gestion des redevances et des forêts communautaires au Sud-est Cameroun et propose des avenues d’un modèle de gouvernance forestière locale. Au Sud-est Cameroun, la décentralisation de la gestion forestière a mené à la cristallisation du pouvoir décisionnel local autour de deux acteurs, à l’instauration de nouveaux rapports de force et à la compromission des pratiques traditionnelles de gestion forestière existantes. Il en a résulté la marginalisation des populations et leur faible participation à la gestion des forêts communautaires et des redevances forestières. La mise en oeuvre du modèle de gouvernance forestière proposé dans cet article suggère de réviser et bonifier la loi forestière camerounaise actuelle et de mettre en place des activités de renforcement de capacité des populations et des comités locaux de gestion forestière. Ces préalables sont nécessaires pour créer des rapports d’interdépendance avec pouvoir diffus entre les acteurs impliqués à la gestion forestière. Ces types de rapports sont essentiels pour favoriser, dans cet environnement tropical, une véritable gestion participative et durable des forêts communautaires et des redevances forestières.

Abstract
Public participation has been found essential for sustainable forest management and the decentralization of forest management has been identified as a mean to enhance such participation. This paper analyzes the impacts of decentralization on public participation as well as its influence on local management of community forests and timber royalties in Southeast Cameroon. It also explores solutions for a sound local forest governance model. In Southeast Cameroon, decentralization has led to the monopolisation of local decision-making by two actors and the introduction of new committees in charge of forest management at the village scale, which challenges traditional forest management practices. As a result, local populations are marginalised and participate poorly in the management of community forests and forest royalties. The forest governance model proposed in this paper suggests ways of improving Cameroon’s current forest law to empower local populations and forest management committees. These improvements will help to create interdependent relationships with a diffuse distribution of power among actors involved in forest management. Such types of relationships are critical to promote participative and sustainable management of community forests and forest royalties, particularly in a tropical environment.
