Due to the fact that American nursery men discovered that fruit stocks could be bought in France and imported into America for less than they themselves could grow them, importations of foreign nursery stock increased from year to year. The importation of nursery stock into Canada and the United States was the means of introducing and distributing new and dangerous insect pests and fungous diseases which today constitute a serious economic problem and a menace to prosperity.
